Abstract

We're pleased to bring you some excellent articles in this issue of Gaming Law Review.
The Professional and Amateur Sports Protection Act (PASPA) ruling and what it has meant for expansion of sports betting in the U.S. remains “top of mind” since May 2018 when the Supreme Court issued it. The sports leagues have been very vocal that they'd like to get cut in on the revenues from sports betting. They originally were asking for “integrity fees” to offset their cost of monitoring for match fixing. Then, they pivoted to asking for intellectual property (IP) fees for the use of their products. Kevin Braig offers up an article which addresses this issue, titled “What Every State Lawmaker Needs to Know about a Sports League's Property Right to Sports Betting Income.” It's a thorough look at the league's arguments and issues that policymakers need to consider as they pass laws on the topic.
The story behind junket operators in Asia has been a hot topic for many years. In Macau, where they're prevalent, there have been ongoing concerns on how junket operators work. Hong-Wai Ho takes a detailed look at the history and the current state of affairs in an article called “Gaming Promoters: The Junket Operations in Macau Casinos.”
Next up, we're glad to have caught up with Becky Harris who was appointed by Governor Sandoval as the chairwoman of the Nevada Gaming Control Board earlier this year. A former legislator, she discusses her new role and how her past experiences in the Nevada Legislature will color her new duties. She also shares what is on the horizon for the Gaming Control Board. As the first woman to inhabit that post, the discussion also includes the role of women in the gaming industry and what changes she sees in that regard.
From there, we move to Austria and a look at how their gambling regulations affect player protection. The trio of Doris Malischnig, Mark Griffiths, and Michael Auer offer a comprehensive look at the Austrian laws and how harm minimization fits into the equation.
And lastly, we have a review from Ryan Rodenberg of a book called Speculation: A History of the Fine Line between Gambling and Investing.
