Abstract
This study examines how teachers of incarcerated youth conceptualize the purposes for assessment for the students they serve, as well as challenges in assessing students and using assessment data. As a case study of a high school within a maximum-security juvenile detention facility, it includes interviews with teachers, administrators, and a social worker; meetings with a team of teachers; and review of materials related to student assessment. The study found that teachers encounter student-level challenges, structural challenges, and assessment-specific challenges. Teachers view assessment as most effectively carried out through conversations with individual students. They are skeptical of the standardized individual assessments the school has adopted and the assessment data with which they are provided. The study concludes that teachers’ emphasis on relationships with students can contribute to effective assessment of students’ knowledge and skills; however, this will require selection of appropriate assessment instruments and professional development in using them effectively.
For teachers in every school context and at every grade level, assessing students and using data from assessments to guide instruction poses challenges. These include identifying appropriate assessments for the school’s purposes and student population; aligning assessments to the school’s curriculum; interpreting assessment data; using data to inform instruction; and sharing data with students and their families. Teachers’ assessment literacy, encompassing how teachers understand the purposes for different types of data, analyze student data, and apply their analyses to classroom instruction, has been identified as a critical area for preservice teacher education and professional development (Abell & Siegel, 2011; Popham, 2009, 2011a).
For schools and teachers working with students within juvenile justice systems, especially those serving incarcerated youth, assessment-specific challenges are exacerbated by a host of other challenges. Challenges begin upon students’ entry to juvenile justice systems; on average, the majority of incarcerated youth perform approximately 3 academic years behind same-age peers not in juvenile justice systems (Grigorenko et al., 2015). Most incarcerated ninth grade students read at a fourth-grade level or below (Keith & McCray, 2002).
In addition, many students present behavior and mental health problems. More than 90% of youth in juvenile detention experienced trauma (Abram et al., 2004); approximately one third experienced trauma that is severe (i.e., multiple, co-occurring trauma). In addition, 23.6% of youth involved in juvenile justice systems meet the criteria for posttraumatic stress disorder (PTSD; Dierkhising et al., 2013). The importance of trauma-informed practice in this setting has been addressed (Pickens, 2016), and its effects on reducing trauma symptoms have been reported (Crosby et al., 2019; Day et al., 2015); nevertheless, trauma-informed practices are not widely implemented among juvenile justice facilities (see Ezell et al., 2018 for review).
Overall, students with disabilities can make up as 78% of the student population in this setting (Office of Special Education and Rehabilitative Services of the U.S. Department of State, 2014). However, only 46% of detained youth with learning disabilities received special education services while confined (U.S. Department of Education, 2014). This indicates that more than half of incarcerated youth, regardless of disability status, did not receive the services they needed and deserved. To compound the problem, incarcerated youth with and without disabilities demonstrate a high rate of mobility, that is, entering and exiting detention and/or commitment facilities (Leone & Wruble, 2015). This heightens the importance of the schools’ and teachers’ capacity to quickly and accurately understand each student’s academic achievement level and identify his or her specific instructional needs (Keleher, 2017).
On an institutional level, for custody staff and corrections administrators in juvenile detention facilities, educational services are often not a high priority (e.g., Leone & Wruble, 2015; Rutherford et al., 2000). Conflicts often exist in institutional priority between providing education and maintaining security (Griller, 1998; McCray et al., 2018; Rutherford et al., 2000). Furthermore, detention facilities typically cannot obtain student education records in a timely manner, or sometimes at all; (Giles, 2003).
Not surprisingly, given these challenges, many juvenile justice facilities struggle to find qualified and effective teachers to serve this population (U.S. Departments of Education and Justice, 2014). Furthermore, teachers in juvenile justice systems often do not receive sufficient professional development and resources to work with this unique and challenging population (e.g., Elrod & Ryder, 1999; Murphy, 2018), which makes addressing these students’ needs even more daunting (Mathur et al., 2009).
In a comprehensive review of academic characteristics of incarcerated youth, Foley (2001) concludes that the most useful academic assessment procedures in this setting are formative assessments and/or those that allow for individualization of curriculum content. Foley (2001) recommends the use evidence-based assessments, for example, progress monitoring measures, that guide teachers to determine curriculum materials and make instructional decisions. These recommendations are consistent with best practices for assessment as determined by the National Technical Assistance Center for the Education of Neglected or Delinquent Children and Youth (NDTAC; Keleher, 2017), which call for teachers to individualize curriculum and instruction to each student, as well as monitor individual academic level and progress.
Without a finer-grained understanding of how teachers within such educational facilities understand the functions of academic assessment and apply their understandings in their daily instruction, efforts to improve assessment and instruction practices are unlikely to be effective. In this study, we sought to understand both the challenges educators of incarcerated youth encounter in relation to academic assessment, as well as how educators conceptualize assessment in relation to the students they serve. We focus on one high school program within a maximum-security juvenile detention center. While there are a range of assessment types used for students in this setting, our study focused exclusively on academic assessment.
Our research questions for the study were as follows:
What are the challenges teachers identify in relation to assessing students and using assessment data to inform instruction?
How do teachers within a juvenile justice facility conceptualize the purposes for assessment for the incarcerated youth they serve?
The study is part of an ongoing research project intended to: (a) develop a better understanding of how teachers and other educators in juvenile justice settings understand and use assessment data to guide instruction, and (b) develop an assessment model that both adheres to the best practice for teachers of incarcerated youth and is practical and effective within the constraints of juvenile justice educational facilities, including residential ones.
Conceptual Framework
The authors draw upon relational theories of pedagogy to understand how teachers conceptualize assessment with incarcerated youth. Relational theories of pedagogy put relationships between teacher and students at the center of the educational enterprise. In doing so, they highlight aspects of assessment that are often obscured by a narrow focus on assessment instruments and technologies.
Crownover and Jones (2018) define relational pedagogy as the “systematic construction of appropriate relationships embedded with the schooling process. Such relationships develop organically through social interactions and deliberate instructional methods” (pp. 18–19). Relational pedagogy is characterized by mutual respect for teacher and student (Bryk & Schneider, 2003), connecting learning to students’ lived experiences (Brownlee & Berthelsen, 2006), and students and teachers jointly constructing knowledge (Magolda, 1996).
Biesta (2004) defines education as the “communicative interaction between the teacher and learner . . . [education] does not exist in any other sense than as a relation and ‘in relation’” (p. 21). For Biesta, the gap in knowledge and skills between student and teacher is never closed but instead affords the necessary conditions for education. Relational theories of pedagogy highlight and problematize components of communication, especially dialogue and listening. Shor and Freire (1987) describe dialogue as “the sealing together of the teacher and the students in the joint act of knowing and re-knowing the object of study” (p. 100). Brookfield and Preskill (2005) prioritize discussion as the primary means to “nurture and promote human growth” (p. 3). Burbules (1993) connects the power of communicative dialogue to the construction of knowledge and creation of unforeseen outcomes: “It is the nature of this dialogic relation to be able to ‘carry away’ its participants, to ‘catch them up’ in an interaction that takes on a force and direction of its own” (p. 21).
Relational pedagogy theorists also attach particular importance to individual’s capacity for listening. Davis (1997) contrasts evaluative listening, in which the teacher is listening to a student to determine if he or she has provided the correct answer, with interpretive listening, in which the teacher is “interested in ‘making sense of the sense they are making’” (p. 365). Schultz (2003, 2009) identifies four components of listening: listening to know particular students; listening to the rhythm and balance of a classroom; listening for the social, cultural, and community contexts of students’ lives; and listening for silence.
Researchers have demonstrated the academic benefits of dialogic teaching for students, including on standardized assessments (Resnick et al., 2015). Relational pedagogy has also been shown to positively affect students’ motivation to learn (Wentzel, 2009) and provide teachers with resources to combat bullying (Crownover & Jones, 2018). Relational approaches have been shown to affect not only students’ classroom behavior but also teachers’ academic expectations for disruptive students. One study demonstrates that professional development for teachers that focused on increasing developmentally sensitive interactions with high school students can counteract teachers’ low expectations for student academic achievement, as well as reduce disruptive behavior (Hafen et al., 2015). A study of middle school students found that an emotional climate characterized by positive teacher–student relationships correlated with higher student grades (Reyes et al., 2012).
Given the prevalence of severe trauma exposure among students within juvenile justice systems (Dierkhising et al., 2013), there is good reason to believe that relational pedagogy is especially important for these students. Establishing relationships of safety and trust with traumatized adolescents should be seen as the foundation for supporting students’ academic learning and cognitive development (Brunzell et al., 2015; Downey, 2007; Morgan et al., 2015).
Although relational theories of pedagogy have been applied to classroom instruction, from early childhood to higher education, they have more rarely been employed to investigate or theorize assessment practices. One form of assessment in which aspects of relational pedagogy are invoked is formative assessment, sometimes called assessment for learning. Although definitions of formative assessment vary, many identify it as a process through which teachers obtain information about the students’ learning that serves to inform subsequent instruction through frequent and targeted feedback to students (Marzano, 2010; Popham, 2011b; Shepard, 2006). Black and Wiliam (2009) describe formative assessment as a “genuinely dialogic process” in language that resonates with definitions of relational thinking above: “formative interaction is contingent. In such a mode, the teacher’s attention is focused on what she or he can learn about the student’s thinking from their response—what Davis (1997) terms ‘interpretive listening’” (p. 12). Class discussion and informal questioning of students are two common forms of formative assessment (Trumbnell & Lash, 2013).
Although formative assessment is increasingly associated with effective instructional practices and academic outcomes for students (Graham et al., 2015; Kingston & Nash, 2011), it is just one component of the larger assessment landscape that affects students, teachers, and schools. Individually administered standardized assessments, in particular, continue to play a significant role in determining the content of the curriculum and the instructional methodologies students will encounter. Despite research demonstrating the educational benefits of relational pedagogy, assessment is typically viewed as separate from teacher–student relationships.
Methods and Data Sources
The study was conducted as a single case study of an educational facility within a juvenile justice residential setting. Below, the authors describe the setting and participants, as well as methods for data collection and analysis.
Setting and Participants
This study was conducted in a secondary school situated within a maximum-security juvenile justice detention center in a Northeastern state. The school is operated by the county educational resource service provider. Typically, the student population numbers from 70 to 100 students, and periods of detention vary from 2 weeks or less to over a year. Students range from 13 to 21 in age and are overwhelmingly male, Black, and Latino. Approximately, 30% of students enter the facility with an individualized education program (IEP). Although most teachers have some experience in working with students with emotional or behavioral disorders, only one was licensed as a special education teacher. In addition to the teachers, the school has a full-time social worker.
The authors had access to the site as part of an ongoing research and development project related to assessment for incarcerated youth. The study has been reviewed and approved by an institutional review board (IRB). Informed consent was obtained from all individual participants included in the study. The authors declare that they have no conflicts of interest.
Methodology and Data Sources
The authors employed a qualitative case study approach to investigate how teachers make sense of assessment concepts and practices and apply their understandings within their instruction. Case study methodology is well suited to the purposes for this research as it focuses on “the particularity and complexity of a single case, coming to understand its activity within important circumstances” (Stake, 1995, p. xi). In this case, the authors sought to understand how educators within the school setting conceptualized assessment in relation to their unique population of students. It was especially important to investigate teachers’ perceptions of challenges to assessment in order to better understand the context for their perceptions.
Case study methodology calls for “experiencing the activity of the case as it occurs in its context and in its particular situation” (Stake, 2006, p. 2). Beginning in December 2016, the authors conducted regular visits to the site, meeting monthly or bimonthly with five teachers and the social worker who works with the team, and less frequently with the principal. Typical of case study methods, the authors collected and analyzed multiple data sources (Merriam, 2009; Stake, 2006; Yin, 2014). These included 13 meetings (typically 60–90 min each) with teachers and the social worker (not audio-recorded but documented in field notes); individual semi-structured interviews (audio-recorded and transcribed) with five teachers, the social worker, and the principal, as well as with the district superintendent and assistant superintendent supervising the school; review of materials related to assessment, curriculum, and instruction; and field notes from all visits to the facility. Table 1 represents participants’ titles, race, years at the current district/school, years of experience, and licensure areas.

The researchers independently coded the interviews and field notes from meetings, using deductive codes derived from the interview protocol (Miles et al., 2014). These included prior experiences working with similar student populations; motivation for working in the setting; challenges in working with student population; forms of educational data provided to teachers; use of assessment data in planning and implementing instruction curriculum; resources that would help teachers in supporting incarcerated youth; and others. In addition, inductive codes were derived from the data set (e.g., motivational strategies, uses of teacher questions). The researchers verified their independent coding, then consolidated discrete codes into thematic codes at a higher level of abstraction (Boyatzis, 1998; Nowell et al., 2017). The codes were used to frame the findings summarized below.
Findings
In the sections below, findings are reported from the interviews and meetings with teachers, the social worker, and administrators. The findings begin with the challenges the participants identified; these are categorized as (a) student-level challenges, (b) structural challenges, and (c) assessment-specific challenges. The authors then describe how teachers conceptualized assessment with the incarcerated youth they serve.
Student-Level Challenges
Interview subjects identified challenges related to the students assigned to the facility, including skill level, emotional condition, and academic self-esteem and self-identity.
Skill level
Students were described as demonstrating varied levels of academic skills. General Education Teacher E stated, Well, the skill level is very sporadic, is very uneven. [. . .] So it’s difficult with that particular class because they’re functioning on many different levels. So you might have a 12th grader, a 10th grader, and an 11th grader all in the same classroom.
Although academic skill levels vary, General Education Teacher G called attention to the generally low level of literacy skills students demonstrate: “I’ve noticed that most of my children in this facility can’t read, can’t write, and [have] no comprehension skills whatsoever.” In discussions with teachers about assessment and instruction, teachers frequently referred to students functioning well below the typical grade level for their age, often at the third or fourth grade levels. General Education Teacher E stated, “They got into that 200 range [on a progressing monitoring assessment], which the way that it broke it down was somewhere between third and fourth grade.”
Emotional condition
In meetings and interviews, teachers frequently commented that many or most of the students were experiencing PTSD, not only from their current experience within the juvenile justice system but throughout their lives. The social worker stated: This needs to be a trauma-informed facility. [. . .] By the time we see the students, they’re in a quagmire of problems and it’s pretty tough and even surprising that they’re able to attend school on a daily basis because of court, because of family situations, individual problems, mental health issues.
General Education Teacher G described how students’ mental health affects students’ behavior: Because when they come in here, their hormones are off. They’re frustrated. They’re stressed out. So I have all of the adult problems in a little kid that doesn’t know what’s going on. And to try to understand that point and try to get them to do educational problems, it’s hard. But they’re more concerned about whether or not they’re going home or [whether] they’re going to look at 18 years for the crime that they’ve committed.
Academic self-esteem and self-identity
Teachers recognized that students maintained low self-esteem in relation to academics. General Education Teacher G identified a disjunction in terms of students’ academic self-identity: “. . . there’s the whole issue of seeing themselves as someone who wants to pursue academic things. Just, you know, a lot of them haven’t been in—they have not been in school in a while.”
Another teacher, General Education Teacher E, described students’ negative responses to an assessment that identified a low reading level: And a lot of them struggled, even though they’re saying at the same time, “Oh, two to five [grade levels]?” Because that was the first thing that popped on there. “You trying to think we’re stupid.” But it’s like, “No. We’re [teachers are] trying to see where you are so we can know where you need to be.”
Structural Challenges
Interviews and discussions with teachers and administrators revealed a number of structural challenges related to both the functioning of the detention facility itself and the larger educational system meant to serve the students. These include student turnover rate, conflicting institutional priorities, and technology-related issues.
Student turnover rate
Because the school is within a detention center for pre-incarceration or committed youth, typically there is a high turnover rate although some students may remain for a year or longer. General Education Teacher E described the rate as “astronomical . . . you might have somebody for a couple days and then they’re gone. You might have some that’s here for a couple years.”
Institutional priorities
In interviews with the teachers, social worker, and principal, the authors repeatedly heard that the school’s educational mission was not necessarily prioritized by the detention center. Teachers shared stories of arriving at the school only to be informed by the warden that “the boys would not be coming down [from the residential wards] today.” General Education Teacher H described how conflicts between the detention center’s and school’s priorities affected students: So there’s a kind of understanding that they have about the school floor [residential wards] and what its role is in their lives. Many of them really believe that the school floor is just a distraction so that they’re not stuck sitting in their cells all day. So they haven’t bought into school.
General Education Teacher F described how the conflict in priorities affects teachers’ ability to mentor students: “I understand that this building might not go down like that just because custody issues and things of that nature and everything has to flow, but, in a perfect world, that’s what I would like.”
Technology challenges
Teachers and administrators frequently made reference to limitations on technology use. These took on increasing significance as the school moved to an online learning platform and associated assessments for students. For security reasons, students are prohibited from accessing the internet without filters. Special Education Teacher I commented: We have to be so careful about not letting them have any real contact with the outside world. [. . .] It would be easier to go back to pencil and paper, but there [are] so many more benefits to using this [internet-based resources].
In meetings, some teachers described printing out forms from an online learning platform and have students complete them on paper.
Teachers also pointed to more practical issues. General Education Teacher E pointed out that technology associated with a recently introduced learning platform “often doesn’t work.” The integration of the technology also necessitated considerable professional development opportunities for teachers used to pencil-and-paper applications.
Assessment-Specific Challenges
Teachers also identified challenges specifically related to assessment, including students’ responses to taking tests, misclassification of students, quality of assessment information from students’ home districts and schools, and teachers’ capacity to understand and use assessment data.
Students’ response to test-taking
In meetings and interview, teachers reported that students often did not take group-administered (mostly computerized) standardized assessments seriously, pointing out that students typically finished or gave up on assessment after a short period of time. General Education Teacher G illustrated this phenomenon this way: Some of the kids took it seriously and some did not. [. . .] It was to a point where one student was already [done with the assessment] at 31 [minutes]. The other students [were done] at 20 [minutes]. So I’m saying [to each of them] “I know you’re not doing [your best].” And sure enough, his score came up under 200 [on Lexile score, in which 200 is equivalent to first to second grade level]. Where the other ones took close to an hour, [an] hour and 15 minutes.
Several teachers described students as feeling “over-tested.” Special Education Teacher I commented: The students feel tested out. I don’t feel—even if there is something else out there and maybe it’s better or marginally better than [newly implemented progress monitoring assessment]—they’ve been tested out and you can only throw so many new things at them.
These challenges are certain to contribute to invalid results of students’ assessments.
Students not properly classified
From the earliest discussions with the authors, the teachers and the social worker repeatedly stated that students were often not properly classified. In particular, they believed that many students who should have been classified to receive special education services were not classified as such by their home districts. In an interview, the superintendent stated, “I see kids who come in who may have been classified as alternative ed[ucation] that were actually special ed[ucation] kids that never got the services that they should’ve gotten.”
Quality of information from sending districts
A related challenge concerns the accuracy of information that accompanies students from their sending districts. Teachers and the social worker repeatedly described most of the IEPs that the school received as inaccurate or outdated. When asked to describe the IEPs he reviews, the social worker commented: Is abysmal too strong? I don’t think it’s very strong. A lot of the data’s old. The testing seems very formulaic and mechanical and really difficult to understand. And the IEP seems to just [report] the testing and doesn’t really turn into a narrative that seems very useful.
General Education Teacher E described a common situation in which the IEP did not appear to match the student’s actual abilities, sometimes underestimating it: I’ve seen IEPs where it said the student is deficient here, here, and here. And then when you actually sit down and you teach them or you interact with them, you see that there’s no real deficiency there. So it’s like, “Eh?”
The principal pointed to the wide variation in the quality and amount of information the school receives, often depending on the sending district: You either get no information or you get a ton of information because if they come from a district that actually does things properly, they have a ton of information on this kid and you know, they’ve been—they’ve identified him and kept a record so when the record comes in, it’s a huge record. One to two times you may get that, but there is that spectrum.
Teachers’ capacity to interpret IEPs and assessment data
Related to this challenge was teachers’ capacity to interpret assessment data, especially data included in students’ IEPs. During meetings and interviews, it became evident that general education teachers rarely review students’ IEPs. When asked, teachers reported that the social worker makes a summary of IEPs every semester, and that is what they look at instead of the original IEPs in planning instruction. General education teachers do not read the IEPs because they do not know the kinds of information to look for and where to find them in the IEPs. Special Education Teacher I, the only teacher certified as a special education teacher, suggested that teachers needed training on “how to look over an IEP or where to pull that information from [one].”
The social worker, who is charged with processing new students’ IEPs and identifying salient information for teachers’ instruction, commented: Traditionally, the teachers are supposed to look at the IEPs and read the IEPs and go through them, and that just doesn’t happen. [. . .] Understanding and translating the data which is mostly numerical and very specific to learning disabilities . . .
He emphasized that clear presentation of the data would be beneficial: “. . . that information would be immensely helpful if they understood.”
Conceptions of Assessment
The interviews and meetings with teachers, the social worker, and administrators revealed considerable coherence in how individual teachers conceptualize assessment within their unique educational setting and with their student population. Teachers viewed assessment as a process or activity that reveals (or should reveal) students’ knowledge and skills. They believed that knowing students’ knowledge and skills was best achieved through dialogue with individual students rather than through standardized assessments.
Assessment as Revealing Students’ Skills and Knowledge
Teachers, in particular, emphasized the benefit of assessments that reveal students’ knowledge and skills. This conception of the purpose for assessment was evident both in its absence, that is, when an assessment did not provide teachers useful information about students’ knowledge and skills, and its presence, for example, in progress monitoring assessments recently implemented by the school. Describing group-administered standardized assessments used for placement purposes, General Education Teacher E stated, “. . . they’re testing, but it’s like they’re not testing with a purpose. Because it doesn’t really measure anything that we can use or that’s going to be useful [for] us.”
General Education Teacher F expressed uncertainty about the benefits of group-administered assessments: “Before I see the student, they are tested to figure out which grade level they are in, what they know already . . . and then we group [students] according to their abilities, I guess, academically, right?” His question signaled a skepticism about the benefits of such assessments that is shared by his colleagues.
More positively, several teachers found some value in a recently implemented progress monitoring assessment. For example, General Education Teacher E praised its capacity to demonstrate student weaknesses in literacy: For instance, going back to coordinating conjunctions or sentence fragments or something along the lines of that, if a student’s struggling with that, they’ll highlight it and it’ll even give you, as the instructor, resources that can help you strengthen those weaknesses.
Another teacher, General Education Teacher G, pointed out that the progress monitoring assessment sometimes revealed academic strengths teachers might not have known about, for example, a student reading at a higher than their anticipated grade level: Because like I said, my students are reading at a second, third, maybe fourth-grade reading level. There are some in my class right now that we’ve found out looking at that [assessment results] that they can do it at ninth grade, tenth grade level.
These potential benefits, however, were often offset by the challenges teachers identified earlier, in particular, variation in how seriously students took the assessments (and how much time they spent on them), students’ level of focus (or distraction) due to emotional condition, and students’ sense of being over-tested.
Assessment as Relational/Dialogue With Students
Most teachers spoke extensively about the value of conversation with individual students as a strategy for assessing their skills and knowledge, as well as engaging them in learning. It is important to note that few of them described conversation with individual students explicitly as a means of assessment; instead, some mentioned it is a way to know the students, suggesting that they do not equate conversation with students as a form of assessment.
General Education Teacher F described such conversations as the most important in initiating a learning process with students: I think that’s the most important thing for me, just to know who you are, what do you do, what are you into. And I guess that’s kind of like having—yeah, just having a conversation, a one-on-one with the student, just to figure out, “Okay. So you’re in here for whatever reason. I don’t know. But now how can we get beyond that? How can we engage in a learning process? How can we turn this into a lesson?”
General Education Teacher G described how verbal questions to students, in conjunction with a written task, provided her with important information about students, especially those who appear to struggle with literacy: “I’ll usually ask them, ‘Tell me what you learned’. That’s one of the best ways to assess what they’re learning, what they didn’t learn.”
General Education Teacher F, similarly, related conversations with students to assessing students’ self-expression and critical thinking: “I want to see what conversations you can have. I want to see how well [you] can put those conversations on paper. How well can you think critically and just going beyond the question?” And then, “how well can you relate it to your current situation?” For instance, we’re going on themes . . . We’re watching something or reading something. “Can you articulate it?”
Yet another teacher, General Education Teacher H, described using one-on-one conversations with students to understand students’ interests and engage them with an assessment instrument: “Well, are you interested in anything? Do you like science at all?” So I kind of find out that and I find out if they’re willing to engage. That’s the beginning. And if they are, then I say, “Okay. Here’s your challenge. You need to try to answer ten questions correctly.” And then I find out pretty quickly if their frustration level precludes them from doing that. And if they can answer ten questions correctly, then I can start to say, “Okay. What level are you functioning at?”
As the examples above demonstrate, it was common for teachers to replay (Horn, 2010) discussions with individual students; for example, General Education Teacher E described how he might respond to a student showing frustration with an assessment task: And a lot of them struggled, even though they’re saying at the same time, “Oh, two to five?” Because that was the first thing that popped on there. “You trying to think we’re stupid.” But it’s like, “No. We’re trying to see where you are so we can know where you need to be.”
General Education Teacher F recognized the potential for individually administered standardized assessments, such as the Brigance Comprehensive Inventory of Basic Skills II (French & Glascoe, 2010), to promote dialogue with students that would inform teachers about students’ skill and knowledge levels. (This instrument was introduced to teachers by the authors earlier in the study.) He commented: It struck me as being a little different from the normal assessment just because it’s kind of like . . . it’s one-on-one, right? So that one-on-one kind of eliminates distractions, right? Kind of like you taking a student away from the group, as far as mentoring. I mean, it’s not mentoring, but it still gets them out of that zone.
In his comments, the teacher connected the assessment method to student mentoring, a program the school has tried to implement but which has been so far has been limited by time and scheduling constraints.
Discussion and Implications
As the findings reported above demonstrate, educators of incarcerated youth confront substantial challenges. Many are directly related to assessment, the focus of this study. One of these is students’ negative response to taking group-administered (often computerized) tests. This phenomenon poses a threat to fair and valid interpretation of assessment results (American Educational Research Association [AERA], 2014). Specifically, it is categorized as a threat in test context, which means “multiple aspects of the test and testing environment that may affect the performance of an examinee” (p. 55).
Another finding highlights the limitations of the student records and assessment data with which teachers provided on students. These limitations were most pronounced for students with IEPs, which were often outdated, incomplete, or simply did not seem to accurately describe the student’s academic capacities. Teachers were also limited in their own capacities to interpret the assessment data, again, especially data included in IEPs.
Even challenges not explicitly tied to assessment can be seen as affecting the validity of assessments administered within the school. Students’ emotional condition, commonly referred to by teachers, administrators, and others as related to PTSD, made it unlikely to them that students could focus on assessments, indicating another threat to assessment results in test context. Notably, students’ emotional condition also applies to their engagement with instructional generally.
Problems with technology and the requirement for social media filters may impinge upon students’ access to the online learning platform the school has begun using, along with its embedded assessments. As noted, teachers often provided students with hard copies of forms designed to be completed online. Such solutions may undercut the value of using technology to begin with. More significantly, the emphasis on instruction and assessment delivered through online platforms may detract from teachers’ ability to develop trusting relationships with students, which afford opportunity for formative assessment.
These challenges, understandably, contribute to how teachers and other educators conceptualize assessment. Our findings suggest that educators understand assessment as serving the purpose of informing them about students’ present level of skills and knowledge, and thus to guide subsequent instruction. This intersects with a shared belief that talking with students is the primary means of learning about students, both who they are and what they can do academically. The teachers believed that talking to students individually, in particular, asking them questions, was effective in assessing their capacities.
At the same time, teachers expressed skepticism that formal, group-administered assessments used by the school would provide an accurate picture of students’ skills and knowledge. It is common for teachers and other educators to view assessment in opposition to getting to know students. For example, literacy scholar Peter Smagorinsky (2018) writes: Tests intervene in relationships by warping instruction toward the most reductive, least compelling ways of thinking: picking the best of four multiple choice items in response to a question the test-taker has little interest in answering.
If this negative interaction of tests and relationships is true in more conventional settings, it is likely to be even more pronounced in juvenile justice settings.
Opposing the value of administering standardized assessments with that of developing relationships with students will not contribute to effective assessment practice in the service of students’ learning. For this reason, it is important to take teachers’ skepticism of assessments seriously. For instance, teachers’ observations about the lack of seriousness with which many students take group-administered standardized assessments, including how little time some students take to complete a test, represents teachers’ tacit understanding of test context as a threat to the validity of the assessment. It is likely that teachers recognize other threats to valid assessment that are likely to be particularly prevalent in juvenile justice settings. Teachers also have multiple opportunities to observe gaps between the results of group-administered standardized assessments and students’ actual performances, resulting in skepticism of the value of the assessment results.
Nor are teachers wrong in their valuing of more informal interaction with students as a valid form of assessment. A recent report from the American Institutes for Research, National Technical Assistance Center for the Education of Neglected or Delinquent Children and Youth points out that, in terms of assessing reading comprehension, an effective assessment can consist of simply asking a student to read short passage from leveled text of increasing levels of difficulty, observe how he or she reads, hesitates, and so on, then ask a few comprehension questions (Salinger, 2010). The validity of such an assessment will be enhanced by the quality of the relationship that the teacher develops with the students.
In fact, teacher–student interaction, which is anathema to most standardized assessments, is at the heart of some conceptualizations of formative assessment. Black and Wiliam (2009), in particular, highlight the importance of listening to students. “In a formative mode . . . the teacher’s attention is focused on what she can learn about the student’s thinking from their response—what Davis (1997) terms “interpretive listening’” (p. 12). When assessment is understood relationally, educators are encouraged to apply their skills in developing trusting relationships with students.
With the current emphasis on standardized assessments, most schools in this country administer multiple group-administered assessments. However, it is essential for schools and teachers to consider the validity of these assessment results. This is true everywhere, but especially so in settings such as educational facilities within juvenile correctional systems, in which multiple threats to validity exist. One potential solution would be to employ individually administered standardized assessments, that is, assessments designed to be administered by an educator (e.g., teacher, school psychologist) with an individual student. Such assessments allow teachers to attend to relational dimensions of assessment; in doing so, threats to the validity of the assessment results are minimized. These assessments are typically employed by teachers of special education; for general education teachers to use them effectively would require technical professional development on their administration and analysis of the results. Teachers in our study expressed interests in learning how to use such assessments because they reflected the teachers’ values of developing relationships with students.
As school’s social worker affirmed, teachers and counselors of incarcerated students will benefit from professional development in trauma-informed practice. As we have demonstrated, the goals and practices of relational pedagogy are consistent with the principles of trauma-informed practice. In particular, professional development in assessment should focus on the use of formative assessments that emphasize dialogue with students. This is particularly true as post-traumatic stress symptoms are known to have a negative impact on group-administered standardized assessment performance (Rutkowski et al., 2010), and thus standardized assessments do not provide teachers with a valid picture of student performance.
For many educators, assessments that report numbers (i.e., scores) are considered the most precise, whereas information from other forms of assessments, such as dialogue with individual students, tend to be dismissed (AERA, 2014). Although teachers in the study value discussions with students, they would benefit from developing specific questioning and facilitation strategies that would expand their capacities to use discussion as a valid form of assessment. Professional development should also support teachers in understanding various threats to valid assessment; in doing so, teachers are likely to recognize the significance of the student information they obtain through conversations with students.
It would also be beneficial for teachers to document and share the information they gather through conversations with students with colleagues. Protocols, such as the Descriptive Review processes developed by the Prospect Center (Himley & Carini, 2000), could provide resources for teachers to collectively exploit the information they obtain from and about students to inform instruction and support student learning.
McDonald et al. (2018) use the term “intimate data” to refer to the student performance data that teachers collect themselves. Some of the data are associated with standardized assessment, that is, it is “collected and analyzed in formally specified ways, and often stored in online management systems designed to analyze it” (p. 2). Equally important are the formal classroom assessments, including, quizzes, tests, projects, and so on, and informal classroom assessment, for example, “teacher observation and questioning, or post teaching reflection” (p. 3). For the authors, what is most critical is how teachers use these data—and talk about them with colleagues—to determine what students know or do not know, but also about students’ thinking processes, and students’ misconceptions.
Conclusion
Teachers of incarcerated youth experience significant challenges to providing their students with the educational experiences they need and deserve. More effective assessment practices will not remove or even mitigate all of these challenges; however, they do hold the promise of more efficiently and effectively guiding teachers in instructional approaches that have the best chance to help the students develop academically.
One teacher in the study commented, “I’m not really an assessment guy.” By that, he did not mean to convey that learning about students’ skills, knowledge, and interests is not important, but rather that the group-administered standardized assessments used at the school were less informative than his one-on-one interactions with students. His view was shared by other teachers in the facility.
By viewing relationship-building with students and assessments as separate—and even conflicting—priorities, teachers and administrators disregard important assets they already manifest, that is, their knowledge of students and the relationships they develop with students. When these two priorities are seen as integrated—through the selection of assessment instruments and use of assessment practices that emphasize dialogue and listening, along with professional development related to these—the potential for more authentic and effective assessment, instruction, and student learning is heightened.
McCray et al. (2018), in a study of the implementation of a structured reading program within a study of a juvenile correctional facility, recognized that the success of any such program would be influenced by “the physical environment, administration, instructional personnel, security personnel, and the students’ academic, social, and mental health histories—and the complexity of relationships among these factors” (p. 277). In addition to these factors, the findings from this study suggest that for the implementation of assessment program to be effective with students in such settings, administrators and teachers must recognize and engage the significance and potential of relationships between teachers and students.
