Strategic means the highest level of the structure which is synonymous with executive functions. Strategists ideally deal with longer-term, conceptually challenging change issues.

Tactical means the middle level of the structure which is the management function. Tacticians can be guided by strategic direction and ideally deal with more immediate, tangible issues than strategic levels.

Operational means the lower levels of the structure and relates to the service or production function. In the police service they have the most interface with customers.

An example PDR system was established in Northumbria Police in April 1998. It involves a reflective appraisal of the previous working year and setting agreed objectives for the future year. The progress of staff is evidenced in booklet form and reviewed quarterly.
