Abstract
The importance of family involvement in education is well documented, yet no studies have explored teachers’ conceptualization of family involvement for urban English Language Learner (ELL) students in science, technology, engineering, and mathematics (STEM) classrooms. We used an ethnographic approach to investigate middle school STEM educators’ perspectives on family involvement for Spanish-speaking ELL students. The analysis revealed that the participants recognized barriers to involvement for families of ELL students, yet maintained that families should communicate more and help with homework. One participant’s practices and expectations served as a contradiction to these patterns. Implications and recommendations for P-12 school policy and teacher education are emphasized.
The importance of general family involvement 1 in education in the United States has been well documented in the literature (e.g., Fan & Chen, 2001; Flouri & Buchanan, 2004; Jeynes, 2007; Pomerantz, Moorman, & Litwack, 2007). A few studies have examined the more specific issues related to family involvement for particular content areas or grade levels; for example, researchers have suggested connections between family involvement and students’ science and mathematics achievement (Olatoye & Agbatogun, 2009) as well as family involvement and middle school achievement (Hill & Tyson, 2009). In addition, families can serve as an important source for supporting students’ aspirations toward and future participation in science, technology, engineering, and mathematics (STEM) careers (Archer et al., 2012). However, the complexity around family involvement has encouraged a “gap between rhetoric and reality,” or a disparity between what researchers suggest and the ways diverse families actually engage in their children’s schooling (Hornby & Lafaele, 2011, p. 37). For example, complex issues have been raised related to school involvement for families of English Language Learner (ELL) students, defined as students in U.S. schools who demonstrate differing levels of English language proficiency. Practices, programs, and policies that encourage the involvement of ELL students’ families in schools are often laden with deficit views of the families themselves or define involvement narrowly, in terms of the needs of the school (Arias & Morillo-Campbell, 2008). Schools also neglect to account for the beliefs, values, and practices of diverse families (Valdés, 1996). Collectively, these findings related to family involvement for ELL students in STEM fostered our curiosity about the perceptions of the educators as an important part of the equation, particularly the educators who have a stake in students’ STEM education. What are urban educators’ expectations for the families of their ELL students?
In this study, we sought to understand urban charter middle school STEM educators’ perspectives on family involvement, particularly with regard to their ELL students, all of whom spoke Spanish at home. Although some teachers gain knowledge, skills, and dispositions regarding working with families in pre-service or in-service teacher education (Uludag, 2008), it is unclear how in-service teachers conceptualize family involvement, and more specifically, what their expectations are related to family involvement for their urban, ELL students in STEM education. The context for this study was particularly salient because the participants worked in an urban emergent school (Milner, 2012), located in a smaller city that experiences challenges due to institutional factors at both the school and city levels. According to Milner’s conceptualization, many institutional factors are physically located outside of the school, such as poverty, unemployment, and housing, among others, but have a direct impact on students and their families. We were particularly interested in how the middle-class educators who worked at the school, none of whom resided in the city, conceptualized family involvement for their students. Thus, the research question that guided the study was as follows: How do middle school STEM teachers conceptualize family involvement for their ELL middle school students?
This article focuses on the understandings that we gained from the analysis and interpretation of ethnographic data collected over the span of approximately 2 years. From these understandings, we highlight the implications for pre-service and in-service teacher education, particularly for teachers who work with students who may be different from them in terms of socio-economic status, culture, community, or language.
Theoretical Framework
In this article, we explored how teachers’ perceptions of family involvement could potentially serve as institutional structures that either support or constrain ELL students’ agency in school. We used Sewell’s conceptualization of the duality of structures as a framework for analyzing the interplay between structures and human agency. Sewell (1992) theorized that structures are rules and resources that have a “dual character . . . composed simultaneously of schemas, which are virtual, and of resources, which are actual” (p. 13). In this case, we conceptualized the teachers’ schemas as their tacit, virtual perceptions about students, their families, and family involvement in general. These schemas serve as social rules and can be reproduced in a given culture, such as a school. According to Sewell’s framework, schemas are dialectically related to agency; he defines agency as the ability to access and appropriate resources to use to one’s advantage. It is important to note that within this framework, the relationships between structure and agency are recursive and complex, not causal or bivariate (Tobin, 2013). We used this theoretical framework as a lens to examine the teachers’ perceptions with the understanding that they have the potential to serve as tacit structures that can shape and are shaped by the agency of their ELL students and families.
Literature Review: The Complexities of Family Involvement
In the context of U.S. schools, researchers, practitioners, and policy makers have defined family or parental involvement in a variety of ways. Epstein (2001) defined six different types of parental involvement, which includes parenting, communication, volunteering, home tutoring, decision making, and community-based collaboration. These family involvement practices were defined more specifically in No Child Left Behind (NCLB) Act of 2001, which described parental involvement as the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities including: Assisting their child’s learning; Being actively involved in their child’s education at school; Serving as full partners in their child’s education and being included, as appropriate, in decision-making and on advisory committees to assist in the education of their child; and The carrying out of other activities such as those described in section 1118 of the ESEA Section 9101(32). (United States Department of Education, 2002)
Yet, to what extent do families actually engage in the practices suggested by policy makers, such as those outlined in the NCLB policy above? Several researchers have explored the influence of family support on Latino/a students’ academic achievement and persistence in college years (e.g., Gonzalez, 2002) and in STEM in particular (Peralta, Caspary, & Boothe, 2013). However, it is unclear whether teachers view such support as the type of family involvement they expect. An earlier study suggested that lower income, urban families engage in traditional forms of participation less frequently in their children’s education than families earning higher incomes (Reynolds, Weissberg, & Kasprow, 1992). However, Daniel-White (2002) criticized the traditional, narrow nature of such involvement practices, which place emphasis on parents doing academic, or teacher-like activities in the home. Kohl, Lengua, and McMahon (2000) argued that the categories of involvement outlined by Epstein do not focus on involvement initiated by the family; rather, they favor teacher- and school-initiated practices. McGrath and Kuriloff (1999) pointed out that advocates of increased parental involvement generally hope that such involvement will provide a voice for underserved students; however, differences in race, ethnicity, social class, and other factors play a role in families’ access to school and their comfort in communicating with educators. In their study, they found that institutional and structural barriers created by the school, such as scheduling flexibility, restricted working-class mothers’ involvement.
Several researchers have explored the institutional and structural factors that shape family involvement in schools. Lareau’s (2011) and her colleagues’ (e.g., Horvat, Weininger, & Lareau, 2003) extensive work on family involvement and schooling emphasized the connection between socio-economic status and a family’s access to resources to support their children’s academic achievement. Hornby and Lafaele (2011) outlined four areas that challenge traditional forms of parental involvement: individual parent and family factors (parents’ beliefs about parental involvement), child factors (age, abilities, and behavior problems), societal factors (political, economic, and demographic), and parent–teacher factors (divergent goals, agendas, and language used). In essence, institutional and structural factors, policies, and expectations have the potential to have a strong impact on the types of school and academic involvement in which families participate (Nieto & Bode, 2012; Smrekar & Cohen-Vogel, 2001).
Only a few studies have specifically examined family involvement for ELL students. In a study of ELL and native English-speaking kindergarteners, Harper and Pelletier (2010) found that ELL parents communicated less frequently with teachers than native English-speaking parents, but that there were no differences in quantity of involvement. In another study, both teachers and parents identified communication gaps as a major impediment to student achievement; parents reported that schools did not listen to them (Good, Masewicz, & Vogel, 2010). However, Good et al. (2010) emphasized the resources ELL parents can provide: “the power and influence Hispanic parents can have on their children’s education has been ignored by many and underestimated by most” (p. 322-323). Nelson and Guerra (2009) recommended that educators reframe their views on how they work with families, for instance, by advocating for families to engage in the work of schools, yet recognizing the unique cultural, linguistic, and economic factors that may shape such engagement.
Even fewer studies have focused on teachers’ beliefs about and expectations for family involvement. Although there are many obvious barriers to traditional forms of family involvement, a “yeah, but . . .” perspective persists in that recommendations for family involvement tend to espouse White, middle-class values and practices (e.g., Center for Great Public Schools, 2008). For example, teachers in Baker’s (1997) study recognized barriers to parental involvement; yet they felt that parents could ultimately find ways to be more involved.
In her practitioner-oriented text, Rudney (2005) outlined teachers’ goals for parental involvement, which include help with homework, a supportive home environment, attending school-based events, and raising money or resources for the school. Rudney also pointed out that families and teachers have “complementary spheres of knowledge and influence” (p. 32) and often have similar goals for students, but that teachers and families often hold different levels of expertise. Although family involvement is consistently recognized as an important aspect across the K-12 educational spectrum, research that addresses teachers’ perspectives about family involvement for middle school ELL students is limited. This study seeks to fill that gap.
Method
The qualitative data analyzed for this article were part of a larger, mixed-methods study focused broadly on urban middle school ELL students’ beliefs about science, their practices in science classrooms, and their science and language learning. 2 To gain a broader, multifaceted understanding of the students’ beliefs and practices, we collected data from their teachers, administrators, and family members. The larger project utilized an exploratory, sequential mixed-methods strategy (Tashakkori & Teddlie, 1998) for data collection, in which quantitative data were collected to expand the findings from the qualitative data. However, this article focuses solely on the qualitative data collected during the project, which followed an ethnographic approach (Erickson, 1984). Ethnography was chosen as a way to study the social patterns of a subset of culture-sharing group (Creswell, 2012), which, in this case, were the teachers at an urban middle school in the Northeast region of the United States. We sought to understand the group’s conceptualizations about family involvement as they were expressed through their language, activities, and practices (Wolcott, 2008). Through multiple and overlapping data resources and thick description (Geertz, 1973), the ethnographic framework enabled us to explore a small group of participants’ diverse perspectives.
Context and Participants
Honor Charter, 3 where the study took place, is a public charter school in a medium-sized city in the Northeast United States. The city was once a center for industry and manufacturing but is now considered one of the poorest cities in the region with one of the highest crime rates in the United States. Honor was chosen because of its student population and its reputation in the city as a safe school with a strong leadership team and effective teaching faculty. The school serves Grades 5 through 8 and is affiliated with an elementary school and a high school, which are located in adjacent school buildings. Although many of Honor’s students come from the surrounding neighborhood in the northeast corner of the city, the school attracts students from all areas of the city and admits students through a lottery system.
During the 2010-2011 academic year, when data collection began, Honor had approximately 425 students over Grades 5 through 8, 23% who identified as “Black or non-Hispanic” and 77% who identified as “Hispanic.” Among the school population, only about 5% were officially identified as “Limited English Proficient.” Ninety percent of the school population was eligible for free or reduced lunch. When the study began, 147 students from Grades 6 and 7 (N = 147) provided informed consent to participate the larger, mixed-methods study. A total of seven educators at the school site (N = 7) also participated in this strand of the study, including five science teachers, one who also taught special education, one seventh-grade math teacher, and an administrator who was the science department supervisor (see Table 1 for details about each educator participant). All but one of the teachers entered the profession through either Teach for America or the state’s alternate route program. The teacher who had completed a traditional teacher education program was certified in special education and was teaching science out-of-field. All of the participants were compensated for their work on the project through grant funding. The scope of their participation included interviews, teacher meetings, lunch meetings with students and researchers, and classroom observations by the researchers.

Data Sources
In light of the research questions that drove the analysis for this article, we used three primary sources from the larger data set: (a) the transcriptions from teacher and administrator interviews, (b) field notes from classroom observations and other school activities, and (c) artifacts reviewed at the school research site.
Interviews
In the first year of the study (2010-2011), three teachers and one administrator were individually interviewed twice: once in December and once in June. In Year 2, three of the science teachers were individually interviewed in October. Because of scheduling constraints for the teachers, group interviews were conducted in June of Year 2. Five teachers participated in the group interviews. Both the individual interviews and group interviews were semi-structured and lasted from 30 to 60 min. Table 1 includes the number of interviews each teacher participated over the duration of the project. Differences in the total number of interviews for each participant were a result of staffing changes over the 2 years and challenges in scheduling interviews. Also, after the first year of the study, the math teacher heard about the study from his colleagues and volunteered to participate.
Field notes
Field notes were taken during monthly teacher meetings (during the 2010-2011 and 2011-2012 academic years), during weekly observations of teachers’ classes, and during other school activities, such as the science fair, report card night, lunch, and recess. Field notes were taken by hand or using a laptop computer by the authors and a research assistant who also worked on the larger project.
Artifacts
A third source of data were artifacts collected from the school site, which included communication to students’ homes (e.g., fliers), school handbooks and other policy materials, the school website, and other school or teacher-produced materials and communications to families. When possible, these were photocopied, scanned, or photographed and added to the cloud-based storage of data documents and files.
Data Analysis Process
In connection with the theoretical framework and the research question, the analysis focused on looking for patterns of coherence and for contradictions to those patterns (Sewell, 1999; Tobin, 2006). The data collection and analysis phases were iterative and recursive (Hammersley & Atkinson, 1983) and guided by the initial, larger project research questions. These included broad questions about the beliefs and practices of ELL students, teachers, administrators, and family members related to science learning and achievement. We also formatively assessed the extent to which the data collection and analysis phases met Guba and Lincoln’s (1989) authenticity criteria, which include fairness, ontological authenticity, educative authenticity, catalytic authenticity, and tactical authenticity.
A few months into the project, field notes, especially those taken during the monthly meetings with the participant teachers, began to reveal repeated comments by the staff related to their concerns about family involvement. These field notes encouraged the researchers to look more closely at teachers’ perspectives on the families of their ELL students and led to the question that frames this article: “How do middle school STEM teachers conceptualize family involvement for their middle school ELL students?” After all interview data were transcribed, initial coding was performed using HyperResearch™ software. As a first cycle of coding (Saldaña, 2009), we engaged in structural coding (Namey, Guest, Thairu, & Johnson, 2008) because most of the data came from interview transcripts. This type of coding enabled us to identify longer sections of text with topics broadly related to the research question (Saldaña, 2009). The codes “perception of parents” (n = 28), “communication with parents” (n = 10), and “parental engagement” (n = 22) emerged frequently among interview and field notes data. Then, a second round of coding of the textual artifacts revealed more specific categories, including (a) good parents, (b) frustrations, (c) acknowledged barriers, and (d) resources available. A fifth category, labeled “practices and desires,” incorporated a range of teacher practices that were offered as examples of what teachers currently do to support family involvement in science or wanted to do. Each of the smaller codes and the text sources were entered into a spreadsheet to manipulate the codes and explore connections among them. The findings described below include (a) perceptions of barriers and institutional resources, (b) constructions of “good” and “bad” families, (c) complicated resources, and (d) contradictions from one teacher’s case.
Findings and Interpretation
Perceptions of Barriers and Institutional Resources
Teachers described several barriers that they perceived prevented families from participating in school events or in communicating with school personnel about student progress. These barriers included (a) busy home schedules, (b) intimidation of or a lack of trust in the school, (c) differences between the home language and the dominant language of school, (d) a lack of formal education in the sciences, and (e) the economy. What teachers referred to as “language barriers” emerged several times in the data. Both Jay (who taught seventh-grade mathematics) and Amy (seventh-grade science) discussed the issues they faced with families who did not speak English, and how it impeded their communication with families about students’ progress. In response to a general question about the biggest challenge in teaching ELL students, Amy described the implications of families who do not speak English for her teaching: I guess for me the thing I see that’s the most difficult is that it’s kind of when they leave me there’s no one when they go home who can explain it to them in English. Most of the time their parents can’t read their homework to help them with it, so if they didn’t get it while they’re with me, they’re kind of . . . done. (Individual interview, 1/11)
Amy’s response revealed not only a language barrier that she perceived but also a tacit expectation that individuals in the home may need to “explain” the content to students when needed. Jay also alluded to language as a barrier and connected it to families’ reliance on teachers: “I think [families] are limited on how much they can help because of language barriers. And so they rely very much on the teachers to make those connections with the kids” (Group interview 6/12). Jay’s response reiterated the idea that family members may be unable to help their children with academic work at home because of language differences. In addition, he also touched upon a pattern that was repeated among the participants: their perception that families may depend on teachers for their children’s learning because they lack academic knowledge, skills, background, or other academic resources.
Both Yamila and Matt communicated a slightly different perspective, claiming that family members may not know science content and might feel either intimidated or embarrassed when confronted with their children’s homework. Yamila explained, I feel that with science a lot of times parents’ lack of knowledge stops them from asking questions or maybe they see science and they become intimidated, they see these books and they’re like, “Whoa, I never learned that.” I know one of my students mentioned that mom said, “Oh, I learned this in college,” and she’s English-speaking. (Interview, 1/11)
Yamila not only emphasized science’s conceptual difficulty but also expressed empathy for families who did not have the academic English proficiency to comprehend science texts and ask questions on their children’s behalf.
Matt and Damian extended this issue of intimidation to feelings of discomfort toward school in general: I wonder if there’s any intimidation of the parents for the teachers, you know, because they might not be sure of the concepts . . . Sure, sure . . . They don’t wanna . . . They didn’t have, some of them didn’t have, they got suspended five times when they were in school—they went to Roosevelt High. (Group interview, 6/12)
Although both Matt’s and Damian’s comments touched on the idea of intimidation, they straddled two different aspects of school life: the academic and the behavioral. Matt alluded to the intimidating nature of academic knowledge and science concepts. In contrast, Damian’s comments conveyed a connection between the adults’ feelings about school and their behavior in high school, noting that they may have been disciplined regularly in school. He also made a direct connection to Roosevelt High, one of the largest comprehensive public schools in the city, which has historically been categorized as underperforming, with high drop-out rates and high rates of in-school violence. Ultimately, both Matt and Damian categorized the families’ school experiences and feelings toward STEM content as barriers. These barriers then had the potential to serve as virtual structures that would impede student agency and learning in STEM and in school more broadly.
Complicated Resources
The teachers also described resources, mostly provided by the school, which were meant to support communication to families about school issues. These included fliers that went home with students and were translated into Spanish, orientations and information sessions at the beginning of the school year, a homework hotline, online access to students’ grades and other performance data, and a few bilingual staff members. Some of the artifacts collected during the data collection period included handouts or fliers that were translated into Spanish (e.g., a notice sent home to families of ELL students explaining an opportunity for additional afterschool tutoring with bilingual tutors; Field notes, 1/12). The school also had a detailed website that included a drop-down menu on the home page for “Parents and Students.” This drop-down menu listed 10 items, including content such as a staff directory, lunch menus, links to library resources, technology resources, and Naviance, a portal accessible to students and families that serves as a “college and career readiness platform that helps connect academic achievement to post secondary goals” (www.naviance.com). One item on the website was “Forms, Notices and Student Handbooks,” which included a “Parent-School” contract, with lists of responsibilities for the school, for parents, and for students.
However, two specific issues complicated the usefulness of these resources. First, none of the website content or any of the materials or forms available on the website were translated into Spanish. The website did have an explicit Parent-School Compact, which outlined how the parents, the entire school staff, and the students will share the responsibility for improved student academic achievement and the means by which the school and parents will build and develop a partnership that will help children achieve the State’s high standards.
This included a section of “School Responsibilities,” “Parent Responsibilities,” and “Student Responsibilities.” Some of the expected parent responsibilities included items such as “Make sure homework is completed,” “Volunteer at my child’s school,” and “Stay informed about my child’s education and communicate with the school by promptly reading all notices from the school either received by my child or by mail and respond, as appropriate.” The “School Responsibilities” section included items related to providing high-quality curriculum and instruction, communicating regularly and extensively with families, and providing access to families to the school environment and to specific decision-making processes. It also noted that the school would “[p]rovide information to parents of participating students in an understandable and uniform format, including alternative formats upon the request of parents with disabilities, and, to the extent practicable, in a language that parents can understand” (School Artifacts, 12/13). Although the document was an explicit resource created to support family involvement, it communicated very specific forms of expected participation, which may have been challenging for some families.
Second, teachers had limited access to translators or interpreters to communicate with families who did not speak English. When they were available, teachers and administrators used the bilingual administrative staff to translate during conferences with families or to help them with phone calls to the students’ homes. However, Amy described a problem she perceived with using a bilingual staff member to call a family: . . . [N]ormally when I was calling I could get the message across in English, but it wasn’t really a discussion, or I was giving the message in Spanish, but I was having an administrator call, and that’s so awkward because not many parents want to discuss anything through an administrator, so I think looking at how to form those relationships when we can’t just communicate [is important]. (Amy, individual interview, 6/11)
Amy recognized the importance of building relationships with families through strong, clear communication. However, as she described, one of the explicit structures provided to support teacher and student agency actually complicated this communication between teachers and families.
Vivian, a first-year, eighth-grade science teacher who spoke Spanish, described a difficult situation she experienced when she attempted to call families about her students’ progress. She said, I can speak Spanish . . . but still a couple of times when I have called right away I’ll say, “Hi this is Ms. Dorlan,” and right away they’ll say “oh, I can’t talk” or say a few things in English and then have someone call me back who can speak English, like a daughter or a husband or something like that. And so I guess that is a problem because there is that sort of wall between you and that one parent. (Individual interview, 10/11)
As Vivian’s story indicated, being a Spanish speaker was helpful, but not the only ingredient for successful communication between home and school.
Constructions of Good (Admirable) and Bad (Frustrating) Parents
The teachers’ comments also revealed constructions of “good” and “bad” families insofar as what families did to support their children in school. Good parents were defined as those who came to conferences and those who pushed their children to do well through monitoring and support, serving as “cheerleaders.” However, according to Janet, these parents “were a minute group” (Interview, 1/12). These conceptions were countered by some of the frustrations described by the teachers, which included (a) low family attendance at mandatory events, such as report card night, an event in which families were required to come to school to pick up their children; (b) a lack of support for homework; (c) low academic expectations; and (d) language differences. The teachers made connections between their frustrations with parents and some of their expectations, such as “making sure [students] are organized.” Other comments fell into vague expectations around parenting, such as when Damian explained some of the specific things he felt families should be doing at home: You have to do the hard things, show me your [home]work . . . Yeah, parents have to step up and be parents . . . show that you’re willing to put down everything you do at night to say, ‘show me what you know.’ And [if] you do it, you’ve told the child I care about you. (Group interview, 6/12)
Damian’s comment asserted that the act of helping children with schoolwork and giving up other things to do so could be considered outward demonstration of caring. Janet noted that it was the responsibility of the school and teachers to “become parents” to the many students who “fall through the cracks” (Individual interview, 1/12). Several statements indicated that families were not doing what they should to support their children’s academic development. In essence, their comments demonstrated a narrow definition of supportive family involvement in STEM and in school more broadly.
Contradictions
One teacher’s comments indicated several contradictions to the other teachers’ perceptions and expectations. Yamila, the sixth-grade science teacher, self-identified as Latina and an ELL when she was in elementary school. At Honor, she was a special education teacher who was teaching sixth-grade science in a pull-out context. Yamila spoke Spanish fluently, so she would regularly call and speak with the families of her children and even gave many of the families her personal cell phone number. Yamila saw one of her primary responsibilities as communicating extensively with families and even jokingly referred to herself as the “teacher stalker.” She would often relay specific details to the researchers about her students’ family members, such as what they did for work (Field notes, 6/12) or the number of other children in the family, which demonstrated the extent to which she had gotten to know her students’ families. She was very clear about the fact that her goal was to build relationships with her students and their families as a means to increase their academic engagement (Field notes, 1/12). As a result, she was also aware of some of the things that her students’ families did to support their children’s academic work outside of school: Last year there was a student whose Mom’s English was so limited she would sit and translate every direction and every word, and she literally, and I’m sure she still does this year, stays up to 11:00 at night and does homework with her girls. She was a lawyer in Santo Domingo and moved here for a better life, and lives [in this city] and has a low paying job, but she does things like that to help her kids. (Interview, 1/11)
One of Yamila’s comments resonated with the other teachers’ perceptions about families’ lack of academic knowledge as a factor in their school involvement. However, she was quick to point out language as a factor as well. She said, “I could only imagine how the Spanish speaking parents feel. I don’t know if there’s that initial, ‘oh maybe I’ll look dumb’ or not educated if I ask her what they’re doing or if I don’t understand.” (Interview, 1/12) Of the teacher participants, Yamila was most active in communicating with families and with getting to know her students’ families. In addition to being able to communicate with families in Spanish, she claimed that building such relationships and making her classroom “very nurturing” and “home feeling” (Interview, 1/12) were central aspects of her work as a teacher.
New Understandings
The analysis and interpretation of the data in this study yielded important and interconnected understandings related to how teachers conceptualize ELL students’ families and family involvement in school. First, the teachers were aware of several barriers to traditional forms of family involvement, many of which were consistent with the literature (e.g., Hornby & Lafaele, 2011). They also articulated specific resources that they felt provided support for communication, yet these resources were not always accessible or helpful to teachers or families. In sum, the teachers still had specific expectations of how families should engage with the school and support their children’s academics outside of school that reflected their schemas, or their own tacit conceptualizations of family involvement. Many of these were consistent with middle-class family involvement practices, such as providing supervision during homework or explaining science concepts. Arzubiaga, Noguerón, and Sullivan (2009) highlighted the potential issues that can emerge when educators compare the family contributions of im/migrant families in educational contexts to those of White, middle-class families in the United States. In this study, teachers’ ideas about family involvement served as tacit structures that had the potential to shape students’ agency as STEM learners.
Although most of the teachers described perceptions of the barriers that impeded family involvement, their comments revealed expectations and frustrations about what families did, or did not do, to get involved and support their children in school. Their frustrations were juxtaposed with conceptions of those who were “good parents,” who demonstrated practices that were consistent with patterns of family involvement practices documented in middle-class schools. At times, these frustrations revealed the teachers’ deficit assumptions about diverse families, particularly when they described certain practices as problematic, such as not attending report card night or an inability to help with homework. The teachers’ comments demonstrated a narrow definition of supportive family involvement in STEM and in school more broadly. Ultimately, their conceptualizations painted a complicated picture that intertwined their feelings of empathy for the reality of family life in the community with their deeper, implicit expectations of what could be done by families to enhance students’ STEM learning and achievement.
However, the interview and field notes data from one of the teacher participants revealed a contradiction in the patterns that emerged for the group. Yamila, the only teacher who shared the families’ home language, and who, as she claimed, “knew the culture,” took a different approach to family involvement. She had similar ideas about the barriers to expected forms of family involvement and to their lack of content understanding. However, she claimed that one of her roles was to communicate extensively with families. She also had a more nuanced understanding of the ways in which families supported their children at home, even despite some of the language- and time-based barriers she elucidated. In one of the few studies that focused on teachers’ perceptions of family involvement, Izzo, Weissberg, Kasprow, and Fendrich (1999) found that the quality of parent–teacher interactions was a strong predictor of students’ academic achievement and behavior in school. Consequently, Yamila’s clear and high-quality communication had the potential to be very effective for the ELL students in her science class; additional research might examine the connections between this communication and her students’ learning outcomes. Her constant communication also served as a structure that could ultimately support her ELL students’ agency as science learners and their families’ empowerment as respected, active members of their children’s education. Interestingly, Yamila was the one participant in the study who was licensed through a traditional, university-based teacher education program. Additional research might seek to investigate the any connections between teacher preparation and the teachers’ conceptualizations of family involvement for their ELL students in STEM.
Implications and Future Directions
These new understandings have specific implications for research on family involvement in schools, for teacher education, and for school organization and policies. For each related recommendation, additional research could shed light on its effectiveness in ultimately supporting student learning and achievement. First, this study points to the need for teacher educators, teachers, and school administrators to re-engage in a discussion about the very diverse ways in which families get involved in their children’s schooling and academic experiences. Much of the research supports the claim that family involvement is a strong predictor for students’ development and achievement; yet, other studies have described the immensely diverse ways in which families get involved. To what extent might educators expand their working definitions of family involvement by using other verbs such as “interact,” “engage,” and “support”? And to what extent should educators expect a level of formal family participation in schools that may not be culturally appropriate in a given community? Additional research and philosophical discussion is needed to push and reframe educators’ current, dominant thinking about the intersections of families, students, and schools. Although we focused on an urban, middle school STEM context, the findings and new understandings inform the way researchers and practitioners think about family involvement in any subject area and for any grade level.
Second, the findings from this study raise significant questions regarding teachers’ and schools’ expectations about the specific practices that the families of ELL students should engage in at home. For instance, is it appropriate for teachers to expect families to serve as tutors and to help their children extensively with homework, especially in subject areas such as science, where they may have limited or no formal education? Is it reasonable for school personnel to expect working-class families to volunteer at the school or in classrooms? Students who are expected to get extensive support at home to complete homework and projects would clearly be at a disadvantage if the individuals in their home did not speak English or did not have the content background knowledge or cultural understandings to provide such support. How, then, do teachers’ expectations for work outside the classroom affect the way they evaluate students, or the way they gauge students’ academic progress? And to what extent should students be accountable for such implicit expectations? More nuanced research that explores the impact of homework on diverse families in STEM is needed, particularly studies that might shed light on connections between teachers’ conceptions of appropriate homework, family involvement in homework, and ultimately its effectiveness in extending student learning.
This study supports the recommendation that teachers and administrators think carefully about the types of academic tasks they require for homework and the level of inherent, expected support from adults for students’ success. Also, the findings support the idea that school leaders must be thoughtful about how they actively, yet respectfully, encourage families to participate in school activities. If high-quality communication is a key predictor of academic success (Izzo et al., 1999), schools must provide resources to encourage it, such as bilingual translators and interpreters and web- and paper-based communication in families’ home languages. When implemented, additional research must be undertaken to examine the effectiveness and impact of such activities on teachers’ expectations, family involvement, and ultimately on student learning in STEM.
Third, this study also supports the need for teacher education programs to incorporate explicit content on ELL families’ and other culturally diverse families’ repertoires of practice (Arzubiaga et al., 2009). This aligns clearly with the Council for Accreditation of Educator Preparation (CAEP, 2013) Standards, which state that the Commission expects responsible providers to ensure that candidates develop proficiencies in specific aspects of diversity . . . and to embed diversity issues throughout all aspects of preparation courses and experiences. Examples of proficiencies that candidates . . . should develop include: Incorporation of multiple perspectives to the discussion of content including attention to learners’ personal, family, and community experiences and cultural norms. (p. 21, emphasis added)
Thus, teacher education programs should support pre-service teachers’ thinking about the diversity of family structures, cultural norms, and ultimately the ways their students’ families might participate, get involved, and interact with schools and educators. This is also critical for in-service teachers; school districts must provide opportunities for teachers, administrators, and other school staff to think critically about the diverse forms of family engagement, involvement, and interaction that exist in the school community. In a STEM context, schools could plan evening or weekend family STEM activities, which would provide opportunities for families to engage in science-, technology-, engineering-, or mathematics-based activities either at the school or at a more neutral, community-based and accessible setting. During these events, schools could provide a meal or snacks and a space for all members of the families to interact and engage in STEM together alongside teachers and other school personnel. Language supports, including interpreters and materials in the families’ home languages, would also be necessary. Additional research must be undertaken to gauge the outcomes of such events and their impact on student learning and agency in STEM. Ultimately, organizing opportunities for school stakeholders to get to know urban families and to hear their perspectives firsthand would give them access to a more personalized, context-specific information source, while providing families a much-needed voice in their children’s STEM learning, engagement, and participation.
