In this article, on page 6, where it says: Lin and Wachter (2019) construct a more precise index of regulation in California cities (CALURI), and find that more regulated places issued more permits between 2006 and 2018 and have more construction on a population-adjusted basis than the communities with little regulation.
It should say: The term CALURI in the literature is used by Jackson (2018) to refer to another index of regulation in California cities based on a survey of top local land use officials in California cities, whereas Lin and Wachter (2019) use the term CALURI to refer to a breakout of California data from the 2005 national WRLULI. Baxamusa (2020: 109), using the Lin and Wachter CALURI, in conjunction with US HUD data on permitting from 2006–2018, finds that more regulated places issued more construction permits on a population-adjusted basis than communities with little regulation.
With regard to legislative bills mentioned in the paper, the authors want to note that the SB 50 bill merged with SB4 in 2019. Both bills are clearly aligned in the expert community and the public discourse as upzoning-YIMBY legislation and they are promoted by the same legislators.
