While the definition of ‘social security’ has been made comprehensive, little attention has been paid to the working poor in the informal sector. This paper delves into the concept of social security, examines possible measures for social security provisions to the informal sector, reviews social security initiatives by the several State governments, identifies a number of challenges in extending social security coverage to the informal sector and makes policy recommendations.
