The U.S. Office of Personnel Management is examining the feasibility and utility of home based employment (HBE) as a tool for improving employee recruitment, retention, and other aspects of personnel management to meet the workforce challenges of the coming decade. This paper discusses the findings of a comprehensive review of the area and presents recommendations regarding HBE program design. The discussion covers HBE background, evaluations of HBE programs, and desirable design characteristics for HBE programs.
