Does Governance Matter in Educational Outcomes? A Panel Data Analysis of BRICS Nations

Abstract

This study examines the impact of the quality of state governance on selected educational outcomes in BRICS countries from 2011 to 2022. It employed the Worldwide Governance Indicators to assess the six dimensions of governance. Proxies for the quality of education outcomes include the gross enrollment ratio in tertiary education, government expenditures o education, employability, and global competitiveness. The random effect model revealed a statistically significant relationship between governance indicators and educational outcomes, Regulatory Quality and Government Effectiveness emerged as the most important variables. The findings have critical implications for the policymakers of BRICS.
