Some ten years ago the CIBSE published a code on the thermal energy targets for heated and naturally ventilated buildings. An analysis of the CIBSE Building Energy Code shows that there is no apparent need to revise its thermal targets to take account of the changed requirements for energy conservation contained in the 1990 edition of Approved Document L of the Building Regulations (England and Wales).
