David Bale, inventor of the original Cambridgeshire Risk of Custody (ROC) scale and now Probation Officer at Littlehey Prison, considers the future utility of such scoring devices and outlines his attempt to refine the technique to fit the 1991 Act's prospective impact upon sentencing.
