Abstract
The adoption of high polymer (HP) modified asphalt binders and mixtures has accelerated as state departments of transportation (DOTs) seek to improve pavement durability, extend service life, and manage long-term costs. Yet definitions, performance criteria, and implementation practices remain inconsistent across the U.S., creating challenges for widespread adoption. In this study, national practices, gaps, and strategies for effective implementation of HP-modified asphalt technologies are documented, drawing on a comprehensive review of specifications, literature, and virtual site visits with five state DOTs: New Jersey, Ohio, Oklahoma, Utah, and Virginia. A structured approach was employed, combining technical review, agency input, and a “strengths, weaknesses, opportunities, and threats” (SWOT) analysis to evaluate current practice and identify areas for improvement. Findings reveal that while HP binders consistently enhance rutting resistance, fatigue life, and overall durability, significant barriers remain. These include higher initial costs, supply chain risks, definitional ambiguity, and limited long-term field data. Agencies have adopted varied approaches, ranging from performance-based specifications and balanced mix design integration to project-specific pilot evaluations. Effective practices include supplier–contractor collaboration, targeted research, and adaptation of quality control protocols. The analysis underscores the need for harmonized definitions, performance-focused specifications, and expanded field validation to support broader use of HP mixtures. By leveraging lessons learned and addressing implementation gaps, HP technologies can serve as a strategic tool for delivering good-performing, durable, and cost-effective pavements nationwide.
