The article has been retracted by the Editors-in-Chief of NVSQ because, following an investigation, the Editors determined that the author did not have the permission of the owners of the data, the research team at the Center for Civil Society Studies at Peking University, to use all of the data which were used in the article. The integrity of the data, the analysis, and the peer review process that led to acceptance of the article were not in question.
