Research on the grading model of railway anti-terrorism key targets based on multidimensional risk assessment and fuzzy analytic hierarchy process

To conduct risk assessment of railway terrorist attacks in a scientific manner, optimize the allocation of anti-terrorism resources, and improve the overall effectiveness of anti-terrorism work, it is crucial to implement hierarchical management for key railway anti-terrorism targets. This paper constructs first-level evaluation indicators from four risk assessment dimensions, namely threat exposure, protection vulnerability, potential harm, and political sensitivity, and sets up several second-level evaluation indicators under each dimension, thus establishing a hierarchical evaluation indicator system for key railway anti-terrorism targets. On this basis, the Fuzzy Analytic Hierarchy Process (FAHP) is used to assign values to the evaluation indicators, determine the hierarchy classification and grading standards for key targets of various systems, clarify the indicator quantification standards, and establish a hierarchical evaluation model for key railway anti-terrorism targets. The model is verified by the multi-scenario verification method, and the evaluation results are consistent with the functional positioning of the verified objects and their actual prevention and control levels. Sensitivity tests on the model show that the model has good stability and anti-interference ability.
