Truman's 1949 NSC 8/2 endorsement had already prioritized Korean unification. The true decisive moment occurred at the Wake Island Conference, shaped by escalating tensions, including U.S. attacks on a Soviet airbase and Chinese warnings. Truman's direct engagement with MacArthur at Wake Island, rather than bureaucratic deliberations, finalized the decision, highlighting the role of presidential assurance-seeking and frontline consultation in shaping U.S. policy during the Korean War.
