Pacts for employment and competitiveness in the airline sector

The air passenger transport sector in the EU is in the process of transformation due to liberalisation, privatisation and increased competition. In a context of heightened uncertainty, the major companies have followed a dual approach of qualitative competition based on service, and cost-cutting; the latter has strong implications for employment, as labour costs are the key variable cost under their control. Various forms of PECs have been pursued in order to manage this process, reflecting the high level of dependency of companies on their staff. The prospects for PECs in the future are strongly related to the domestic institutional frameworks for collective bargaining, as well as the scale of proposed change, but it is likely that in general some form of understanding will be necessary to manage the process of change.

Le secteur du transport aérien de passagers dans l'UE est en cours de transformation due à la libéralisation, la privatisation et la concurrence accrue. Dans un contexte d'incertitude exacerbée, les grandes entreprises ont suivi une approche dualiste: une concurrence qualitative basée sur les services et la réduction des coûts, celle-ci ayant des conséquences importantes pour l'emploi, car les coûts de la main-d'æuvre représentent les coûts variables principaux sous le contrôle des employeurs. Diverses formes de PEC ont été poursuivies afin de contrôler ce processus, reflétant ainsi le niveau élevé de dépendance des entreprises par rapport à leur personnel. Les perspectives des PEC à l'avenir sont fortement liées aux cadres institutionnels nationaux de négociation collective, de měme que le niveau du changement proposé, mais il est probable que, de manière générale, une certaine forme de compréhension soit nécessaire pour gérer le processus du changement.

Der zivile Luftverkehr befindet sich aufgrund der Liberalisierung, der Privatisierung und des steigenden Wettbewerbs in der EU in einem Wandlungsprozess. Vor dem Hintergrund wachsender Ungewissheit verfolgen die größten Luftfahrtgesellschaften in der aktuellen Situation das doppelte Ziel des qualitativen Wettbewerbs im Servicebereich und der Kostendämpfung; Letzteres wirkt sich massiv auf die Beschäftigung aus, denn die Arbeitskosten sind die wichtigste Kostenvariable, die Luftfahrtgesellschaften kontrollieren können. Verschiedene Formen von Beschäftigungs- und Wettbewerbspakten sind ins Leben gerufen worden, um diesen Prozess zu strukturieren. Sie zeigen die starke Abhängigkeit der Luftfahrtgesellschaften von ihrem Personal. Die Erfolgschancen von Beschäftigungs- und Wettbewerbspakten hängen eindeutig von den nationalen institutionellen Rahmenbedingungen für Tarifverhandlungen ab, aber auch vom Ausmaß des angestrebten Wandels. In jedem Fall ist davon auszugehen, dass es einer wie auch immer gestalteten Verständigung über die Bewältigung des Wandlungsprozesses bedarf.
