Abstract
According to the traditional view, the interests of the unemployed and the employed are supposed to follow a unifying logic, due to the threat of high unemployment to job security, wages and working conditions. However, due to labour markets becoming increasingly segmented and knowledge-based, it may be questioned to what extent the traditional link between the employed and the unemployed still holds, leading to a possible division of the labour force into a core group of those with basically secure jobs, and several peripheral groups subject to job insecurity and social exclusion. In this context, it seems relevant to analyse the relationship between the interests of the employed and unemployed, including the role of trade unions as having their own organisational interest. For this purpose, this paper includes an examination of new statistical evidence on the behaviour of employed and unemployed people with regard to trade union membership.
Selon l'opinion traditionnelle, les intérěts du chômeur et du travailleur sont censés suivre une logique unificatrice, étant donné la menace que fait peser un chômage élevé sur la sécurité de l'emploi, les salaires et les conditions de travail. Toutefois, comme les marchés du travail sont de plus en plus segmentés et basés sur les connaissances, on peut se demander dans quelle mesure le lien traditionnel entre travailleurs et chômeurs existe encore. La réponse peut éventuellement déboucher sur une division de la population active entre un groupe principal de travailleurs possédant un emploi fondamentalement sûr et plusieurs groupes périphériques soumis à l'insécurité de l'emploi et à l'exclusion sociale. Dans ce contexte, il paraît opportun d'analyser la relation existant entre les intérěts du travailleur et ceux du chômeur, y compris le rôle des syndicats, lesquels possèdent leur propre intérět en tant qu'organisation. A cet effet, cet article comprend un examen de nouvelles données statistiques sur le comportement des travailleurs et des chômeurs en ce qui concerne leur syndicalisation.
Traditionell gesehen sollte bei der Interessenvertretung der Arbeitslosen und der Erwerbstätigen angesichts der Bedrohung, die eine hohe Arbeitslosigkeit für die Arbeitsplatzsicherheit, für Löhne und Arbeitsbedingungen darstellt, an einem Strang gezogen werden. Da die Segmentierung der Arbeitsmärkte zunimmt und sich diese zunehmend zu wissensbasierten Arbeitsmärkten entwickeln, stellt sich jedoch die Frage, inwieweit die traditionelle Verbindung zwischen Erwerbstätigen und Arbeitslosen noch besteht. Dies führt zu einer möglichen Aufspaltung der Arbeitskräfte in eine Kerngruppe von Erwerbstätigen mit im Wesentlichen sicheren Arbeitsplätzen und mehrere periphere Gruppen, die von Arbeitsplatzunsicherheit und sozialer Ausgrenzung bedroht sind. In diesem Zusammenhang scheint es relevant, die Beziehung zwischen den Interessen der Erwerbstätigen und der Arbeitslosen zu analysieren, wobei hier auch die Rolle der Gewerkschaften, die eigene Interessen verfolgen, untersucht werden sollte. Zu diesem Zweck werden in diesem Artikel auch neue statistische Daten zum Verhalten von Erwerbstätigen und Arbeitslosen hinsichtlich der Gewerkschaftsmitgliedschaft untersucht.
