The open method of coordination and the Lisbon strategy: the difficult road from potential to results

Who, in the early 1990s, would have thought that by the end of the decade there would be such enthusiasm for European-level cooperation between the Member States in the social and employment policy fields? The change was brought about thanks to the introduction of the open method of coordination (OMC) and the political priorities defined by the Lisbon strategy. The OMC is currently applied in about ten economic and social policy fields, though its operation varies tremendously from one to another. A great deal of academic research has been devoted to the subject, leading to by and large similar findings: while it is a relatively straightforward matter to describe the way the various OMCs operate and to identify their potential, it is far more difficult to measure their actual effects on actors and on the content of national policies. This is essentially due to the cumulative impact of this mode of governance and the essentially cognitive nature of its effects, which makes proving causalities a highly delicate enterprise. This article sets out, on the basis of the studies available, to draw up an inventory of the findings and the arguments supplied by authors, some of whom see the OMC as a promising means of giving new impetus to social progress, while others express quite considerable reservations.

Aux débuts des années 1990, on était loin de penser que les politiques de coopération entre Etats Membres en matière sociale et d’ emploi au plan européen connaitraient un tel engouement à la fin de la décennie. Ceci fut possible grâce à la mise en place de la méthode ouverte de coordination et aux priorités politiques de la stratégie de Lisbonne. La MOC existe désormais dans une dizaine de domaines économiques et sociaux, mais son fonctionnement varie énormément entre domaines. Les recherches académiques sur ce sujet ont connu un essor important, et arrivent pour la plupart au měme constat: autant il apparait relativement aisé de décrire le mode de fonctionnement des différents MOCs et d’ en déceler les effets potentiels, autant il s’ avère difficile d’ en mesurer les effets réels sur les acteurs et le contenu des politiques nationales, notamment en raison de la ‘nature incrémentale’ de ce mode de gouvernance et de ses effets essentiellement cognitifs, aux causalités délicates à établir. Sur la base des travaux disponibles, cet article tente d’ une part de faire l'inventaire à la fois des résultats et arguments avancés par les auteurs qui d’ une part voient dans la MOC un outil engendrant des dynamiques nouvelles favorables aux avancées sociales et ceux qui d’ autre part sont plutôt réservés à cet égard.

Wer hätte Anfang der 90er Jahre schon geglaubt, dass es am Ende dieses Jahrzehnts eine derartige Begeisterung für die europäische Zusammenarbeit zwischen den Mitgliedstaaten auf sozial- und beschäftigungspolitischen Gebieten geben würde? Verantwortlich für diesen Umschwung waren die Einführung der offenen Koordinierungsmethode und die politischen Prioritäten der Lissabon-Strategie. Die offene Koordinierungsmethode wird derzeit in rund zehn Bereichen der Wirtschaftsund Sozialpolitik angewandt, aber mit sehr unterschiedlichen Funktionsweisen. Zu diesem Thema liegt bereits eine Vielzahl von Forschungsarbeiten vor, die im Groβen und Ganzen zu der gleichen Feststellung gelangen: Es erweist sich als relativ unproblematisch, die verschiedenen Funktionsweisen zu beschreiben und ihr Potenzial zu ermitteln, wesentlich schwieriger aber dürfte es sein, ihre tatsächlichen Auswirkungen auf die Akteure und auf den Inhalt der einzelstaatlichen Politiken zu messen. Dies liegt hauptsächlich an den kumulativen Auswirkungen dieser Form der “Governance’ und an der hauptsächlich kognitiven Art ihrer Wirkung, die die Ableitung von Kausalzusammenhängen zu einem äuβerst heiklen Unterfangen werden lassen. Dieser Beitrag will, auf der Grundlage der vorliegenden Studien, eine Bestandsaufnahme der Befunde und Argumente der verschiedenen Autoren erstellen. Einige von ihnen sehen in der offenen Koordinierungsmethode ein viel versprechendes Mittel, um dem sozialen Fortschritt einen neuen Schwung zu verleihen, andere äuβern diesbezüglich Vorbehalte.
