New protest movements and the revival of labour politics - A critical examination

This article considers the extent to which the anti-globalisation movement might contribute to a revival of labour politics. The starting point is an awareness that the trade unions and the anti-globalists do not necessarily see eye to eye so that any assumption that they can readily join forces becomes problematical. Four fault lines are identified in relation to key areas of concern: i) political alternatives; ii) participatory democracy; iii) organic cohesion and inclusion; and iv) the renewal of activism. The article focuses on the case of France - regarded as something of an archetype of social movement unionism - and on its interface with the ETUC in the process of European integration. It is pointed out that while - in the view of the author - the anti-globalisation movement does indeed offer a potential source and impetus for a revitalisation of labour politics, this is no tame option but one requiring a carefully thought out strategy on the part of the trade unions and the social movements. The article concludes, accordingly, on a note of scepticism about the way in which the international trade union bodies have so far approached these issues, stressing the risk that the trade unions could find themselves between a rock and a hard place.

Cet article interroge en quoi la mouvance altermondialiste peut contribuer à une revitalisation du syndicalisme. L'analyse part du constat que l'arrimage du syndicalisme aux nouveaux mouvements sociaux ne coule pas de source et qu'il pose concrètement problème. Quatre lignes de rupture sont ainsi identifiés autour de thématiques clés: (i) l'altérité politique; (ii) la démocratie participative; (iii) l'organicité et l'inclusion; (iv) le renouvellement du militantisme. L'article se penche sur le cas français, archétype d'un syndicalisme de mouvement social, et sur son interface avec la CES dans le cadre du processus d'intégration européenne. L'auteur observe, à consentir que l'altermondialisme soit potentiellement vecteur d'une revitalisation du syndicalisme, ce que l'auteur croit, qu'il ne s'agit pas d'une option stratégique anodine et qu'elle requiert des prédispositions sociales et syndicales. L'auteur conclut donc sur une note de scepticisme à propos de son écho auprès des instances syndicales internationales tout en soulignant le risque de voir les syndicats se retrouver en porte-à-faux.

Dieser Beitrag befasst sich mit der Frage, inwieweit die Antiglobalisierungsbewegung zu einer Neubelebung der Gewerkschaftsbewegung beitragen kann. Den Ausgangspunkt bildet die Feststellung, dass Gewerkschaften und Antiglobalisten nicht ohne weiteres übereinstimmen, so dass ein gemeinsamer Ansatz konkrete Probleme aufwirft. Der Autor stellt vier Bruchlinien in folgenden Schlüsselbereichen heraus: i) politische Alternativen, ii) partizipative Demokratie, iii) organischer Zusammenhalt und Inklusion und iv) Erneuerung des Aktivismus. Der Beitrag konzentriert sich auf den französischen Fall - als Archetyp der sozialen Gewerkschaftsbewegung - und seine Anknüpfungspunkte mit dem EGB im europäischen Einigungsprozess. Der Autor vertritt die Ansicht, dass die Antiglobalisierungsbewegung zwar tatsächlich Möglichkeiten für die Neubelebung der Gewerkschaftsbewegung bietet, aber dass dies keine einfache Entscheidung darstellt, die sowohl auf Seiten der Gewerkschaften als auch der sozialen Bewegungen eine sorgfältige und genau durchdachte Strategie voraussetzt. Der Beitrag schlieβt demnach mit einer skeptischen Bemerkung des Autors über die bisherige Resonanz in den internationalen Gewerkschaftsstrukturen und betont gleichzeitig die Gefahr für die Gewerkschaften, in eine Zwickmühle zu geraten.
