The peer review procedure: some thoughts on the analysis and dissemination of good practices in the framework of the European Employment Strategy

The purpose of the peer review programme - created in 1999, and in 2005 incorporated into the mutual learning programme of the European Employment Strategy - is to identify and evaluate good practices by Member States and to promote their transferability within the European Union. But is it possible to isolate a good practice and to transpose it? On the basis of specific examples this article draws attention to the numerous inconsistencies that emerge between the supposedly universal register of the EES and the great variety of national registers through which it is interpreted. These findings lead to an adjustment of the expectations placed in mutual learning. The article goes on to show that the identification of good practices reflects, in considerable measure, a wish on the part of the Member States to make their national employment policies appear legitimate, implicitly raising, at the same time, some questions about the actual feasibility of a Community model.

Le programme d'évaluation entre pairs - créé en 1999 et intégré en 2005 à celui de l'apprentissage mutuel dans le cadre de la Stratégie Européenne pour l'Emploi - a pour but d'identifier, d'évaluer les bonnes pratiques des Etats-membres et d'en promouvoir la transférabilité au sein de l'Union. Mais peut-on isoler une bonne pratique et la transposer? A partir d'exemples concrets, l'article souligne l'ensemble des hiatus qui se manifestent entre le registre supposé universel de la SEE et la grande variété des registres nationaux de son interprétation. Cela invite à mieux situer les enjeux de l'apprentissage mutuel. L'article montre ensuite que l'identification de bonnes pratiques renvoie pour une large part à des objectifs de légitimation des politiques nationales de l'emploi, ce qui pose en creux la question de la consistance d'un modèle communautaire.

Das Peer-Review-Programm wurde 1995 geschaffen und 2005 in das Programm für gegenseitiges Lernen der Europäischen Beschäftigungsstrategie eingegliedert. Ziel dieses Programms ist es, vorbildliche Verfahren der Mitgliedstaaten zu ermitteln und zu bewerten und ihre Übertragbarkeit innerhalb der EU zu fördern. Aber ist es überhaupt möglich, ein vorbildliches Verfahren in einem Land herauszugreifen und es auf ein anderes zu übertragen? Anhand spezifischer Beispiele zeigt dieser Beitrag, dass es zwischen dem angeblich universellen Register der EBS und der groβen Vielfalt der nationalen Register, durch die sie interpretiert wird, zahlreiche Lücken gibt. Vor diesem Hintergrund müssen die Erwartungen an das gegenseitige Lernen angepasst werden. Anschlieβend zeigt die Autorin, dass die Ermittlung vorbildlicher Verfahren in erheblichem Maβ von dem Ziel der Mitgliedstaaten beeinflusst wird, ihre eigenen beschäftigungspolitischen Maβnahmen zu legitimieren, und dies wirft die Frage auf, ob das gemeinschaftliche Modell tatsächlich durchführbar ist.
