Racism and anti-racism in Europe: a critical analysis of concepts and frameworks

The targets and expressions of racism vary across Europe. This article discusses the relevance of different descriptions and analyses of racism. It considers the various terms used in different countries such as ‘ethnic minority’, ‘foreigner’ or ‘black’ to identify people considered as ‘others’ because of their ‘race’ or ethnicity and the significance of differences in terminology. The article shows the importance of a cross-national European perspective on racism. There are important convergences across European countries in the discourses and practices of racism, particularly the distinction between ‘useful’ and ‘abusive’ migrants. A cross-European perspective can be an important inspiration for anti-racist struggles.

Les cibles du racisme et ses manifestations varient à travers l'Europe. Cet article met en lumière la pertinence des différentes descriptions et analyses qui ont été faites du racisme. Il examine les différents termes utilisés dans les différents pays tels que «minorité ethnique», «étranger» ou «Noir» pour identifier l'individu racialisé, considéré comme l'«Autre» en raison de sa «race» ou de son origine ethnique et tient compte de l'importance des différences dans la terminologie. Cet article souligne également l'importance d'une perspective européenne transnationale par rapport au racisme. Il existe des convergences significatives dans les pays européens au niveau des discours et des pratiques en matière de racisme, en particulier la distinction entre migrants «utiles» et migrants «abusifs». Une perspective transeuropéenne pourrait constituer une importante source d'inspiration pour les luttes anti-racistes.

Die Zielgruppen und Ausdrucksformen von Rassismus in Europa sind unterschiedlich. Der Autor erörtert die Bedeutung der verschiedenen Beschreibungen und Analysen von Rassismus. Er befasst sich mit Begriffen wie „ethnische Minderheit”, „Ausländer” oder „Schwarze”, die in verschiedenen Ländern für Menschen verwendet werden, die aufgrund ihrer „Rasse” oder Ethnizität als die „Anderen” betrachtet werden, und mit der Bedeutung der begrifflichen Unterschiede. Der Beitrag macht deutlich, dass es bei der Beschäftigung mit Rassismus einer übernationalen europäischen Perspektive bedarf. In den rassistischen Diskursen und Praktiken gibt es wichtige Konvergenzen, insbesondere die Unterscheidung zwischen „nützlichen” und „profitierenden” Migranten. Eine europaweite Perspektive kann dem Kampf gegen Rassismus wichtige Impulse geben.
