Shop stewards as coordinators of employee-driven innovation: implications for trade unions

Recently, there has been an increase in the attention paid to innovation. However, most of the attention seems to be devoted to innovation which takes place between organizations or between organizations and their customers. It is therefore useful to stand back a little and think about innovation within organizations: how does it take place, who are the actors involved, and how is it coordinated at different organizational levels. This article presents the results of qualitative research among seven Danish organizations, which have revolutionized their ways of organizing the production process. The article shows that shop stewards have become crucial organizational actors in coordinating employee-driven innovation (EDI) inside the firm by connecting different organizational and institutional levels. This has several implications for the European trade union movement.

Récemment, un intérêt pour l’innovation s’est fortement manifesté. Toutefois, cet intérêt accru semble se diriger principalement vers l’innovation qui a lieu entre les sociétés ou entre les sociétés et leurs clients. Il est donc utile de prendre un peu de recul et de réfléchir à l’innovation au sein même des sociétés: comment est-elle mise en oeuvre, qui sont les acteurs impliqués, et comment est-elle coordonnée aux différents niveaux de l’organisation. Cet article présente les résultats de la recherche qualitative parmi sept entreprises danoises, qui ont révolutionné leur façon d’organiser le processus de production. L’article montre que les délégués syndicaux sont devenus des acteurs essentiels dans la coordination de l’innovation participative au sein de l’entreprise en reliant différents niveaux organisationnels et institutionnels. Ce constat a plusieurs conséquences pour le mouvement syndical européen.

In der letzten Zeit wird dem Thema Innovation zunehmend Beachtung geschenkt. Dabei geht es jedoch meist um Innovationen, die sich zwischen Organisationen oder zwischen Organisationen und ihren Kunden vollziehen. Daher ist es nützlich, sich näher mit der Innovation zu befassen, die innerhalb von Organisationen stattfindet: wie findet sie statt, wer ist daran beteiligt und wie wird sie auf den verschiedenen Organisationsebenen koordiniert? Dieser Beitrag präsentiert die Ergebnisse qualitativer Forschungsarbeiten, bei denen sieben dänische Organisationen untersucht wurden, die ihren Produktionsprozess vollständig neu organisiert haben. Der Beitrag zeigt, dass betriebliche Vertrauensleute durch die Verknüpfung unterschiedlicher Organisationsebenen eine wichtige aktive Rolle bei der Koordinierung mitarbeitergestützter Innovationen innerhalb der Unternehmen gespielt haben. Dies hat mehrere Auswirkungen, die für die europäische Gewerkschaftsbewegung von Bedeutung sind.
