Educational Reform Based on E-Learning: The Establishment of an International Web-Based Learning Community

Abstract

The following article provides an overview of the moves to reform Japanese education and stake a place in the global information technology revolution and of the current state of information and communications technology (ICT) in Japanese higher education. It discusses recently introduced educational policies regarding the regulation and promotion of multimedia and ICT in Japanese universities, some of the activities in progress, and the factors encouraging and inhibiting new forms of technology-based teaching and learning and the sharing of knowledge and wisdom worldwide.
