Changes in the Way Social Security Evaluates Claims for Childhood Disability Benefits

The 1990 Sullivan v. Zebley decision ruled that the Social Security Administration's rules for evaluating disability in SSI childhood cases were inconsistent with the statutory definition of disability for children. In this article, the decision is reviewed and SSA's regulatory and administrative response is described.
