Abstract

The July 2014 issue of Public Works Management & Policy (PWMP) is a Special Focus Issue on infrastructure performance measurement. Guest Editors Juita-Elena (Wie) Yusuf and William Leavitt have done an excellent job in summarizing the state of the art and assembling four outstanding papers that address specific aspects of infrastructure performance measurement. As much of the nation’s stock of public infrastructure nears the end of its useful life, calls for reinvestment have become both louder and more frequent. The time has passed, however, when infrastructure funding was a routine legislative exercise. Competition for scarce funds has forced careful assessments of priorities and value; legislators and citizens alike want to know what they are buying and how well it will return that investment in terms of improved services. The infrastructure community has wrestled with this issue for many years and this Special Focus Issue of PWMP should add considerable intellectual value to the conversation.
