Abstract

During the production of this issue of PWMP, we received the sad news that Marty Wachs, Distinguished Emeritus Professor at UCLA and a long-time member of the PWMP Editorial Board had passed away unexpectedly. In addition to being a world-renowned researcher and educator, Marty was also a mentor and friend, always willing to step into the breach and do a review or provide valuable and insightful content. This issue includes one of his final pieces, “Infrastructure: National Roles Without National Policy,” a Commentary on the 1992 paper “Do We Really Need a National Infrastructure Policy?” It offers a clear-eyed assessment of U.S. transportation policy and how to pay for it and comes at a time when his wisdom is sorely needed. Marty’s loss will be felt by many, both professionally and personally.
