Helping Secondary Market Workers Overcome Journey-To-Work Transportation. Difficulties: a General Model

Food service firms have begun to experience labor shortage at entry level positions, attributable to the declining number of teenagers in the population. One available strategy that responds to this problem is to recruit from among currently underutilized labor groups. Persons living below the poverty line (so- called "secondary market workers") are one such group; however, members of this group, face barriers to obtaining and retaining employment. Prominent among those barriers is a lack of transportation to and from work. This article presents and discusses a general model of how employers can decide whether (and how) to help potential employees with this problem.
