Policies for Employment and Higher Education in Mexico: an Approach to Human Resource Development as Policy

The problem and the solution. General aspects of Mexico’s policies of higher education and employment, and the gaps that occur between them, are explored with specific emphasis on the framework of the National Plans of Development for 1989-1994 and 1995-2000. The insufficiency of congruence between the policies is examined, along with recommendations for future development. Some government programs are reviewed as well to present the actual development of higher education, science and technology, and employment in the country.
