The use of simulators in Navy training has not been maximized. To a large extent this is because we have not always been able to answer questions concerning their cost effectiveness, nor have we properly integrated them into the training system. The recent introduction of Instructional Systems Development (ISD) methods has provided a tool for correcting the situation. An example of the use of the ISD tool can be found in the developmental proposal for the Class “A” Electronic Equipment Maintenance Training System. “Spin-offs” from the successful development of this system will eventually lead to breakthroughs in our traditional methods of conducting training.
