Abstract
With the rapid development of “Internet plus” in our country, the scope of its influence is also constantly expanding. Especially in recent years, China puts forward “mass entrepreneurship and innovation”, which makes the “cloud analysis” and “Internet plus” and “innovation” to start cross-border integration. Starting with the background, development stage, environment and other aspects of Internet-plus entrepreneurship and innovation under the cloud analysis, this paper analyzes the influence of various factors in the process of Internet plus entrepreneurship and innovation and the influence degree of various factors on entrepreneurship and innovation in depth, constructs the entrepreneurship and innovation evaluation index system based on the “Internet plus”, and finally, combined with an example to verify the index system and fusion analysis method. The verification results show that the “Internet plus” entrepreneurship and innovation based on the perspective of cloud analysis in this paper can not only directly demonstrate the promoting factors of “entrepreneurship and innovation “under Internet plus”, but also be scientific and effective when evaluating the “Internet plus” entrepreneurship and innovation activities from the perspective of cloud analysis.
Introduction
At present, with the rapid development of Chinese society, Chinese government has begun to transform China’s social and economic development through the formulation and implementation of a series of strategies in the “Proposal of the CPC Central Committee on formulating the thirteenth five-year plan for national economic and social development” (that is, “the 13th Five-Year plan” that people usually call). In a series of strategies, Chinese government has highlighted the five major development ideas in the “13th Five-Year” period: innovation, coordination, green, openness and sharing, and among them innovation is the top priority of all development concepts, which not only fully embodies the importance of China to innovation, but also reflects the importance of innovation in the process of China’s current and future social and economic development. In September 2014, Premier Li Keqiang first proposed that Chinese government will vigorously promote the development of entrepreneurship in China by using the background of China’s reform and opening Davos forum. At the same time, in the 2015 Chinese government’s work report, the word “Maker (innovating entrepreneurs)” is also first mentioned. The report also pointed out that in the “13th Five-Year” period, China should realize the market environment of “mass entrepreneurship and innovation”, which makes entrepreneurship and innovation sweeping across China [1–3].
Related research based on the “Internet Plus”
“Internet plus” meaning
The most significant features of “Internet plus” is that: cross-border integration, innovation driven, reshaping the structure, respecting for humanity, opening ecology and connecting everything. The specific involved areas the following aspects:
(1) “Internet plus industry”
This is mainly reflected in applying the Internet of Things (IoT), cloud-computing, Internet and information technology to the traditional manufacturing industry and forming a new industrial ecology. Its essence is consistent with the industry 4.0 proposed by Germany.
(2) “Internet plus finance”
This is mainly reflected in the current balance of treasure, P2P, public funding, online lending and other financial industries. The integration of the Internet and the financial industries has enabled ordinary people to have more investment areas and increase public awareness of the role of “Internet Plus” [4–7].
(3) “Internet plus business”
In recent years, the rise of “double eleven” and “sea of outsourcing” are the best representative of “Internet plus business”.
(4) “Internet plus traffic”
The integration of the Internet and traffic has formed service industries such as dripping and fast driving. These industries not only promote the development of the economy, but also greatly facilitate people’s travel and reduce the pollution of the environment.
(5) “Internet plus communication”
QQ, WeChat and other instant messaging software are the most typical case of “Internet plus communication”. The integration of the Internet and communications has almost changed the people’s habit for using communication, and the demand for SMS and Fetion has changed the demand for traffic.
(6) “Internet plus the people’s livelihood”
This is mainly reflected in the field of mobile e-government. The Internet has enabled governments at all levels to communicate directly with the public through micro-blog and public numbers, speeding up the efficiency of the government’s handling of affairs and increasing the satisfaction of the people to the government.
The characteristics of the theory of innovation and Entrepreneurship
The meaning of innovation is constantly changing in the process of continuous development. The innovation of this paper refers to the new ideas or new things created based on existing things, or the change of existing things. In this paper, the analysis of innovation is mainly divided into three aspects: technological innovation, institution innovation and system innovation. The system innovation is shown in Fig. 1.

Since there are many schools of entrepreneurship theory, there is no way to elaborate the content of all entrepreneurial theories, but all the research contents of the school of entrepreneurship theory cannot be separated from the three dimensions of innovation, risk and management [8–10].
Analysis of social and economic factors
The essence of innovation driven is to rely on the entrepreneurship and innovation system of the country to encourage the ordinary people to participate in the innovation and entrepreneurship, and finally realize the situation of “mass entrepreneurship and innovation”. The realization of “mass entrepreneurship and innovation” is bound to reduce the barriers to entry and innovation, and the “Internet plus” is an essential tool. “Internet plus innovation and entrepreneurship” will achieve a new form of innovation and entrepreneurship, which is makes full use of the “Internet plus” technology. It makes the “Internet plus” entity into a productive and be reflected in entrepreneurship and innovation, and it enables the value of smart labor to be transformed and embodied. The integration of “Internet plus” and entrepreneurship and innovation can not only make the productivity attribute of Internet technology content materialized to promote the development of the economy, but also can promote the development of the national entrepreneurship and innovation system and achieve the country’s goal of a well-off society in an all-round way.
Analysis of technical factors
(1) The entrepreneurship and innovation under “Internet plus” is the product of the development of information technology
“Internet plus” is the product that information technology development to a certain stage, which includes a series of information technology, such as big data, cloud computing and Internet of things. “Internet plus” makes the development of traditional industry has a new opportunity, by providing technical support for the development of traditional industry. It is these new opportunities that enable people to have a new breakthrough in entrepreneurship and innovation activities in the new era. Therefore, the entrepreneurship and innovation under the “Internet plus” is, in the final analysis, the result of the development of information technology, and the entrepreneurship and innovation activities without the basis of information technology are bound to not be recognized by the society.
(2) The entrepreneurship and innovation under “Internet plus” promote the development of information technology
The entrepreneurship and innovation under “Internet plus” is “mass entrepreneurship and innovation”, and its achievements are unmatched in other periods. The achievements of entrepreneurship and innovation under “Internet plus” first reflects on the role of economic development, followed by promoting the development of information technology. Many of the achievements of entrepreneurship and innovation under “Internet plus” are about the development of Internet technology, and some of the achievements are directly applied to research and spread new technologies.

The composition of entrepreneurship and innovation platform under the background of cloud analysis
In short, the entrepreneurship and innovation platform under cloud analysis is to accumulate, develop and store large amounts of resources for enterprise, and then output according to the needs, help enterprises to reduce the pressure of entrepreneurship, which can make entrepreneurship easier to start. Cloud entrepreneurship platform will closely integrate the team to form a pattern of group business through operating the public resources and fully sharing the resources with entrepreneurial enterprises, at the same time building a sharing mechanism though stock right. The internal elements of entrepreneurship and innovation platform under cloud analysis are composed of common resource elements and individual resource elements. The platform brings together the functions that each enterprise needs in the past to operate, and then provides services and assistance to subordinate enterprises respectively. In this way, the enterprise can focus on managing the personalized technology, the market, serving the customer, improving the professional level and efficiency, reducing the cost, optimizing the allocation of resources, and gaining the fastest growth. As shown in Fig. 2.

The external resource factors of entrepreneurship and innovation platform under “cloud analysis” are independent or interconnected and mutually restricted and provide support for the coordinated development of enterprises and entrepreneurial platforms on the platform. The external resource factors of the platform are interrelated and interact with each other and form the external environment system of cloud entrepreneurship platform. As shown in Fig. 3.

After the entrepreneurship and innovation platform under “cloud analysis” is put into operation, it begins to accept the application of the enterprise. The running process can be chronologically divided into three stages: selection mechanism, cultivation mechanism and aggregate development mechanism. Cloud entrepreneurship platform needs to solve different problems at each stage. In the stage of enterprise selection, the platform needs to evaluate and examine the application enterprises in various ways according to the established standard. In the stage of cultivation, the platform should provide the corresponding service to the enterprise on the platform, help the enterprise to solve the problems in the process of development, and it can make the new enterprise successfully pass the start-up period which has high risk and grow rapidly. In the stage of aggregate development, the cloud entrepreneurship platform needs to evaluate the enterprises on the right track, track the enterprises, provide follow-up support and common development.
The evaluation model of “innovation and entrepreneurship”——“fuzzy—grey clustering method”
Entrepreneurship capital project integrates the characteristics of fuzziness and grey of evaluation, uses grey clustering theory to get the grey statistics of the index, construct the fuzzy membership matrix of project and selection evaluation model of “fuzzy—grey clustering method”, which makes selection evaluation model of entrepreneurship capital project more suitable for the fuzziness and grey characteristics of entrepreneurial project. The concrete steps are as follows:
(1) Figure 4 shows the setting of an evaluation index system.

(2) Using “fuzzy—grey clustering method” to determine the weight of each factor
1) Analyzing the relationship between the factors in the system and building he hierarchical structure of the system
2) Comparing the importance of each factor in the same level that about a certain criterion in the previous level and building a judgment matrix. Table 1 is the scale of the index.

Taking a cloud entrepreneurship platform created by an entrepreneurial workshop as an example. When a cloud entrepreneurship platform is choosing the opportunity of entrepreneurship, the considered factor is the index system proposed in this study, and the adopted method is also the fuzzy grey clustering method proposed in this paper. The specific selection process is as follows: Determining the weight of each factor by using the AHP method; The membership matrix R is constructed, and the classification standard of evaluation index is shown in Table 5. The results show that the degree that the project is subordinate to “poor”, “medium” and “excellent” is 15.01%, 34.40%, 50.59%, respectively. So, this project is an excellent project and can be invested in it. Practice has proved that the cloud entrepreneurship platform has been very successful in investing in this project.
Based on the perspective of cloud analysis, this paper analyses the influence of various factors on processing the entrepreneurship and innovation under the “Internet plus” and the influence degree of promoting entrepreneurship and innovation in detail.In this process of constructing the entrepreneurship and innovation evaluation index system based on the “Internet plus”, using statistics, operations research, mathematics and other related theories to analyze the data obtained by the survey in detail. Then, with the help of fuzzy grey clustering evaluation method and other methods to determine the weights of each level index in the index system. Finally, an example is used to verify the index system. The research in this paper has a positive effect on the “Internet plus innovation and entrepreneurship” from the perspective of cloud analysis.
