Abstract
There is a close relationship between the operation safety and the application of training equipment. If the relationship is not handled well, it will lead to serious problems, even the Conflicts. So designing training equipment management information system is extremely urgent. First, the main training categories are carded, such as drivers training, construction and maintenance, daily safety management, canteen safety, etc., and the basic flow chart of the 4 types of training are drawn; Second, the training equipment management database Train_Database is constructed based on training process, equipment involved, trainers, contingency plans of the 4 kinds of raw data, which lay the foundation for the follow-up of the management information system design and development; Third, the training equipment declaration and management system is developed, which is called Training_Equipment_MS, and the main modules are: equipment resource information management module, equipment declaration module, equipment audit module, safety check form filling module, equipment declaration results publicity module, etc. Finally, the functions of each module are shown in details. It has good practical guidance to the application and operation of rail transit, which can reduce accidents and hidden danger in the course of training.

Introduction
Rail transportation equipment is directly related to the traffic safety and personal safety during the operation process, there are requirements that the equipment in use should not be disturbed, so the lines in operation cannot meet the needs of rail transit training. Rail transit training involves a high degree of integration of technical equipment, and the degree of posts becomes higher, the application and use of equipment has become an increasingly prominent problem. The training environment of rail transit training center is very similar to the real-operation of subway, but the professional skill of the trainees who participate in the practical training is much worse than line career man. With the continuous expansion of the training scale, the control security risks and hazards will become increasingly prominent problem, which should cause enough attention, once the occurrence of major accidents, the consequences will be unbearable to contemplate. The risks and hazards are mainly reflected in the declaring and auditing of safety equipment, so developing an equipment management information system plays an important role. It will be of help to realize the reasonable declaration and use of equipment and the training work can be successfully carried out.
Shanghai rail transit training center has begun to research on the construction and planning of training base since 2005, a training base of three-stations-two-sections with a real scene condition has been completed by 2016. The subway operation training includes 13 key positions: The control center personnel (including traffic dispatcher, power dispatcher, and environmental control), ticket clerks, station depot (including the station master, station attendant, electromechanical equipment attendant, station staff and security personnel), and the train drivers, signal control personnel, operational management personnel. The posts, equipment and personnel involved are numerous. During the training practice, it once happened that when the line is being repaired, but the driver training is also in progress, so the driver training vehicle hit the line maintenance workers.
It is necessary to sort out the basic process of the training, the equipment involved, the trainer, and the emergency plan and so on, and develop a set of rail transportation training safety equipment declaration and management system, which has good practical significance.
Literature review
Occupancy safety of urban rail transit equipment
Ding [1] designed a dispatching fault log management and analysis database system (DFLMIS), which contains almost all kinds of accidents that have occurred in the operation of Metro, the probability space cut algorithm is presented for pruning strategy of probability space, which is suitable for high frequent update of the environment of grid technology as index structure. Bai[2]put forward an efficient management method for decoration, low-voltage terminal equipment, so as to improve processing efficiency by inspection, repairing, canceling the given numbers, and analyzed how to strengthen the knowledge of the relevant training equipment. Wang [3] proposed that the main functions of the Ningbo metro network training should include: basic knowledge of metro operation and the basic operation of equipment for teaching; training of normal operation and emergency operation; normal maintenance training and emergency rescue training; training for employees; position training skill; new regulations and technical training; safety training and table practical training, and various types of training were carded. Bo [4] analyzed and researched the problems encountered in the construction and management of the integrated urban rail transit training base. In particular, the procedure of the application and use of training equipment was clearly made and designed; it can provide reference for the construction and management of training base. Li [5] analyzed the current situation of the evaluation of the training system of Nanjing metro, the Kirkpatrick’s four level evaluation model was used, and the Nanjing subway operation training evaluation system was designed, which was combined with the Nanjing Metro future development trend, and the evaluation results were feedback. Besides, the application suggestions were proposed.
The application and audit of equipment
Doll [6] proposed a protective equipment training program that donning/doffing practices on inpatient units used to meet the need for a personal. In contrast with the low perceived risk, the doffing behaviors demonstrate significant personal protective equipment technique deficits. Liu [7] put forward the construction and application of the network platform of the experiment teaching equipment, with which the repeated declaration of equipment can be avoided. So the declaration and audit of training work can be more open, transparent, and can further enhance the laboratory construction demonstration, which played an important role in the training of laboratory. The system mainly includes 4 functions: (1) The inquiry of declaration; (2) declares and audit; (3) data statistics; (4) report printing. In order to make the process of the post setting and the employment plan. Sun [8] designed a set of post reporting system of colleges, which mainly included the post declaration and audit function, the key technologies of system implementation were introduced. Through trial operation, the system can reduce the workload of the staff, and improve the efficiency and accuracy.
The design and development of information system
Li [9] according to the specific process and nature of equipment management, modular programming was adapted, with which it can be easily to operate, expand and modify. The whole system consists of 8 functional modules: plan management, contract management, inventory management, storage management, query statistics, and file management, output of report, system maintenance module etc. Liu [10] summarized the functions and business logic of the system to be developed, the work of the relevant staff of the system was elaborated, the requirements of the simulation training system were defined from the view of the training staff, combined with the characteristics of the training system. Then the overall architecture of the simulation training system was introduced in details, and discussed the function and realization of the teaching system, the trainee system, the server system and the database system, the key technologies in the design and implementation, such as the visualization of data storage and the general design of the peripheral modules of the system were described.
The process of equipment for urban rail transit
The main training equipment of rail transit
The training equipment of rail transit mainly includes: the rail track for training, train vehicle, traction power supply, computer room, and power supply sand table model of urban rail transit, urban rail transit experiment expansion module, and simulation training system of urban rail transit operation management, train simulation driving training room, urban rail transit communication, and signal simulation training system.
The application and use of resources involved many departments and equipment, so carding the application and audit of training equipment has a higher necessity [11]. Starting from the analysis of training, application of equipment, audit of equipment, priority judgment (whether need to determine the priority queuing queuing), filling in the check list, the implementation to the end of the training. The training equipment declaration and audit process can be shown in Fig. 1:

In order to achieve the above resources declaration and audit process, designing an intelligent system for the examination and approval of rail transit equipment is very important, and it will change the existing manual examination and approval method into intelligent approval. The system mainly includes: equipment information management subsystem, equipment declaration subsystem, equipment audit subsystem, Equipment safety check list filling subsystem, intelligent queue system for equipment.
The system will match the information submitted with the training information in database, if the equipment request is the same as training equipment information, then it should be submitted into queuing system, and using text messages to inform them the waiting time; if not, it needs to determine whether there is interference between the training equipment and other equipment. If there is interference, it should be forwarded to the manual review platform, confirmed by the staff [12]. If without interference, it can be directly pass through the audit, the audit results will be informed through text message.
The system will match the information submitted with the training information in database, if the equipment request is the same as training equipment information, then it should be submitted into queuing system, and using text messages to inform them the waiting time; if not, it needs to determine whether there is interference between the training equipment and other equipment. If there is interference, it should be forwarded to the manual review platform, confirmed by the staff [13]. If without interference, it can be directly pass through the audit, the audit results will be informed through text message.
According to the detailed analysis of the training process, the information system is developed and implemented in accordance with the following steps: Step1: Log on training equipment declaration system, enter the management subsystem, and then click on the training equipment to enter the interface module. Step2: Enter the rail transit training equipment of the interface module, and then fill in the relevant information, then submit the information to the database after confirm. Step3: The training center staff can enter the safety supervision subsystem through the terminal, from which can view the database reporting information, feedback from queuing time queuing system, if the queuing time is 0, which means that the equipment without in use, so it can be approved. Step4: The applicant can view the resource management subsystem to check the interface module, from which the audit results and queue information can be achieved. Step5: The applicant can carry out relevant training after the audit, and fill out the safety checklist after the training, and then can submit the information after confirmation; the information of the safety check list can be submitted to the database by the training team. Step6: Check the contents of the safety check list and the training, then record them after confirmation.
Queuing theory based on equipment declaration and audit
If the rail transit training equipment types are appropriate divided, the equipment application service can be considered as a Poisson distribution [16]. The applicants enter the declaration system randomly, and obey the first-come-first-served rule, taking into account a variety of rail transit equipment, and each has many cases, in this paper we only study a particular declaration device. The leadership and some important departments have priority to apply the training equipment, and they can pass the audit first. But once the training has begun, it shouldn’t be interrupted, which is assumed as a non-demolitions priority type [14].
Due to the applicants who have priority is very few, the general situation of queuing time is considered in the following calculation.
We can assume that the users who apply the equipment obey the Poisson stream with the parameter(>0), it means that the successive arrival time series stand alone with each other, and obey the Negative Exponential Distribution with the same parameter:;

The above calculation model will be mainly used to calculate queuing time in the condition that many appliers apply for the same equipment at the same time, which will lay the foundation to the queuing time prediction module in Section 4.1.
The design of process flow of management system

The structure of the equipment declaration and audit system.
1) Training equipment declaration module
The equipment users should submit the application form online, the application form contains information of the equipment and the applicant, after the submission of the application form, the database will store all the information real-time in the background, which will provide data support for other modules.
2) Training equipment audit module
The administrator who has the right can audit the application form from the equipment applicants, in this module; it needs to determine the using priority, then judge whether should enter the queuing system, etc. Those who accord the requirements of using can pass through the audit directly, while those don’t accord should be rejected to facilitate the applicant to make timely changes in operation, so as not to delay the normal development of training.
3) Equipment information maintenance management module
The main function of this module is to maintenance the information of equipment, so as to be convenient for applicants to apply equipment on-line, and use the new equipment for training in time.
4) The queue time prediction module
When there is Conflict between the application and the application that has been passed through, it is necessary to queue up under the premise of priority, meanwhile it should take into account the amount of the applicants and the number of equipment. The module can predict the queuing time based on the theory of Poisson distribution, and prompts to the applicants.
5) The statistical and analysis module
The main contents that the module statistic and analysis is consist of: the completion rate of safety check table, zero waiting rate of equipment application, queue length distribution, etc., according to which can guide the next year’s production practice.
Through the analysis of Training_Equipment_MS system, the following 7 database tables are designed according to the correlation and main function of each module of the system: Admin table, Declaring table, Equipment table, Safety check table, Review table, Queuing, Analysis table, so the E-R diagram of the system can be obtained, which is shown in Fig. 4:

The equipment declaration module
After the operation of Training_Equipment_MS, All training equipment resources are required for online reporting. The information needed includes: the main contents of the training program, training category, the applicant unit, application date, the name of the application equipment, the utility time, the user and the applicant. Only after filling in the information and submit it, the backstage database can store the application form and carry on the corresponding operation, the specific interface is shown in Fig. 5:

The equipment information management audit on a regular basis to review the application submitted by the equipment applicant, the audit work mainly includes: determining the status of the application equipment, whether it can be directly approved; determining the priority of the applicant to determine the time required to wait after entering the queuing system; audit the execution of safety inspection of the application that have passed through (V.Guihaire, J.-K.Hao, 2008).
The function of this module is extremely important, it is necessary to arrange for the implementation of the responsible person, the main interface of the audit module is shown in Fig. 6:

The equipment audit module.
The equipment information maintenance module is an important part of Training_Equipment_MS system, where adding new equipment or scrapping old equipment, it needs to update and maintain the information database through this module, so all training departments can query and apply the new equipment in time before the trainings begin. Besides, when the equipment information is found to be wrong, they can be retrieved through the search function, and be corrected at once.

The main steps how to declare the training equipment through the interface module are as following: First, log into Training_Equipment_MS to declare the training equipment that need, then enter the equipment management subsystem, enter the equipment module, load the information of all parts. After entering the equipment declaration interface, you should fill in the information required of each part and submit them after the confirmation. Waiting for approval results. The applicants can log into the system to check the status of the audits, the application number, queue time and other information. For the application that has passed the audit, it needs to fill in the safety check list form before using the equipment.
The administrator audit equipment declarations
The basic steps of the audit module of Training_Equipment_MS can be expressed as follows: Administrator of training center log into the system to audit training equipment application. Check the declaring information of training equipment, and review the training equipment information submitted by applicants, using the queuing system to predict the waiting time, and give the result that whether can pass through the audit. After the adoption of the audit, the safety checklist can be submitted to the applicants. Check the correction of the safety checklist submitted by the applicants.
Filling the safety check list based on the equipment
The main points of using the safety check list filling module includes the following steps: The applicants should fill in the corresponding parts of the safety check list in the course of “training plan confirmation”, “facilities and equipment confirmation”, “personnel requirements”, “report form”, “training completion”. Fill in personal information. Fill in the safety check list. Submit security check list.
The statistical and analytical functions
This module is mainly used to statistic efficiency of the training equipment in a given period, which can be a week, a month, or a year, we can assume that the effective working hours are 10 hours, 220 hours, and 1980 hours respectively, so the efficiency can be expressed as formula (5):

Plug the usage data of the 10 equipment into formula (5), the efficiency of equipment can be gained as shown in Table 1:

So far, the training equipment management system has not formed yet, the declaration and audit can only convey by oral communication or marking, which will cause two units occupy the same training equipment at the same time, it likely to lead to safety accidents. Rail transportation industry will lead to large-scale introduction of talents, which will also lead to large-scale expansion of training, while the existing training equipment declaration approval method cannot meet the development needs of the industry, not only inefficient, error prone, and even there will be security risks. Only by designing a new method of high efficiency and low error can we reduce the economic loss caused by rail traffic training and reduce the occurrence of training accidents.
Compared with the existing methods, Training_Equipment_MS has the following advantages: Systematic declaration interface, the approval process can be optimized; The existing methods for the applicant is that convey the message by oral communication, and the administrator should record them on paper version. While the Training_Equipment_MS can effectively reduce the generated due to staff mistakes, errors of omission, forgetfulness, economic loss and casualties; Improve the work efficiency, save the manpower responsible for the examination and approval work, save the cost of the work.
The design and development of this system will greatly benefit the rail transportation training resources application and audit procedures, and can ensure the safety of employees and the implementation of rail transportation training, provide decision support and practical guidance for rail transit operation safety.
