This article compares forms of labour transnationalism in three industrial sectors: motor manufacturing, maritime shipping and clothing and textile manufacturing. In each case, unions engage in very different transnational activities to reassert control over labour markets and competition. As institutions of transnational cooperation deepen, unions continue to struggle with competitive tensions (worker to worker and union to union) which vary from one industry to another.

Despite economic globalization, the liberalization of European markets and rapid technological changes, membership density in the trade unions in the metal sector in the Nordic countries remains exceptionally high compared to any other European region. The coverage of collective agreements has also remained intact, and unemployment is low by European standards. Nevertheless, the Nordic metal unions face a number of dilemmas. They all recognize a need to engage more actively in international, and especially European-level, policy-making, including the coordination of bargaining processes. Yet they fear that European regulation may undermine their national bargaining autonomy. They also recognize the need for a common Nordic position with regard to European policies; but differences in industrial structures and traditions of labour market regulation, alongside different national relationships to the European Union and Economic and Monetary Union, represent obstacles to closer cooperation between the Nordic metal federations. Moreover, a lasting problem is the winning of the support of their members for European and global activities.

The accession to the European Union of new member states from central and eastern Europe, with weak trade union movements, poorly developed social dialogue and inferior working conditions, has been viewed as a threat to regulated labour standards in the EU-15. This article examines a high-profile labour dispute arising from the conditions of Latvian construction contract labour in Sweden. The dispute exposes weaknesses in the protective floor of minimum standards offered by the posted workers Directive. It also goes to the core of the debate about the preservation of a ‘European social model’ and the proposed Services Directive.

This article examines the restructuring process following a cross-border merger in the pharmaceuticals sector. We show how national industrial relations systems account for some aspects of cross-national differences in the process and outcomes of restructuring. However, we also argue that institutionalist approaches to comparative analysis must be complemented by a focus on the material interests of organizational actors and the resources that they can deploy.

This article examines the impact of national industrial relations institutions on pay movements in Britain and Germany between 1980 and 2000. Pay increases are slightly higher in Britain, despite the breakdown of multi-employer bargaining and agreements in the UK and their persistence in Germany. Evidence shows that pay decisions in Britain are mainly determined by imitation and not by markets. The article suggests that a system of ‘pay benchmarking’ in Britain acts as a substitute for the German ‘sectoral agreement model’ and explains similarities in pay movements.
