The author of the following article is Editor of the I.P.A.'s quarterly magazine, POLICE WORLD, and Chairman of No. 7 Region (the South and West) of the Association. He is British representative on the International Bibliography Commission which is referred to in the article. Mr. Hallett has also served on the Directing Staff of the Police College.

Mr. Cook, a former senior officer of the Bristol City Police, is well known in police training circles. He was one of the original Directing Staff of the Police College and ended his police career as Commandant of No. 7 District Police Training Centre at Chantmarle in Dorset.
