Demands for Change: Interfacing Environmental Pressures and the Personnel Process

Abstract

This paper is a summary of the environmental, economic, technological, demographic, and sociological changes that have created a demand for change in personnel processes. Some discussion is included of both public and private sector responses to such pressures. it is concluded, however, that no prescription for activity exists. Personnel management in the future must be characterized by both constant environmental scanning and flexibility in reactive and proactive change.
