Abstract
A key part of promoting social justice as school psychologists is infusing practice with actions that breakdown systems of inequity and incorporate systems of inclusion. The current manuscript provides a description of applying social justice as a framework in universal programming through child rights education. Additionally, the manuscript describes the use of action research methodology to incorporate a social justice perspective not only in program content but also in program development. Results of this project provide preliminary support for child rights education in impacting student’s knowledge regarding child rights, teacher acceptability of such programming, and modest impact on social and emotional skills related to interpersonal relationships in the classroom.

In the adoption of a formal definition of social justice in 2017, the National Association of School Psychologists (NASP) emphasized the critical role of schools in ensuring the protection of all children’s educational rights, opportunities, and overall well-being (NASP, 2019). Social justice and the promotion of social justice also has been established as an ethical principle by the International School Psychology Association (2011). Historically, promotion of social justice has been defined as an aspirational goal; however, contemporary conceptions of social justice also define it as a process with actions that aim to breakdown systems of inequity, incorporate systems of inclusion, and advance equity (Shriberg & Clinton, 2016). For school psychologists, a social justice orientation provides a framework for identifying and defining systemic and individual manifestations of inequality due to unequal power and a way to frame actions to rectify injustices (Rogers & O’Bryon, 2008; Shriberg & Clinton, 2016). A social justice orientation places contextual factors at the center of school psychology practice and infuses advocacy throughout rather than relegating it to the sidelines.
One area where a social justice framework might be most impactful is in school universal programming designed to address student social, emotional, and behavioral development. Such programming by definition is intended to reach every child and incorporates guidelines on interpersonal interaction (Elias et al., 2003). Legislation in the United States (U.S.) and internationally reflects the growing understanding of educators and lawmakers that universal social, emotional, and behavioral programming is critical to student success. In the U.S., all 50 states have incorporated social, emotional, and behavioral goals into their preschool standards and 14 states have included these standards from PreK through 12th grade (Collaborative for Academic, Social, and Emotional Learning, 2018). Internationally, the United Nations (UN General Assembly, 1989) Convention on the Rights of the Child (UNCRC), which sets guidelines for educational practice around the globe, recommends that educational curricula address the development of the whole child, moving away from an exclusive focus on academic content development and toward the incorporation of social–emotional learning (SEL) (Nastasi & Naser, 2014).
As universal programing to address student social, emotional, and behavioral development has gained traction, so has opportunities for school psychologists to help plan and implement such programming (Castillo & Curtis, 2014). Child advocacy and promotion of the best interest of the child, including themes of equity and more recently social justice, are important to the profession across the many roles school psychologists play, including system level work (Jiang, Kosher, Ben-Arieh, & Huebner, 2014; Rogers & O’Bryon, 2008). However, infusing social justice into practice at a systems level can prove challenging, as school psychologists may struggle against institutional norms that perpetuate inequitable practice (Nastasi, 2008). After surveying school psychologists understanding of social justice, Shriberg et al. (2008) recommended future efforts that would lend clarity to the language of social justice in the application of school psychology. One tool that might help school psychologists navigate the application of social justice that aligns with professional practice includes the UNCRC (Lansdown, Jimerson, & Shahroozi, 2014).
The CRC consists of a preamble and 54 articles that outline the rights of children globally, with the first 41 representing substantive rights of the child and the last 13 guiding implementation of child rights. The CRC was unanimously adopted by the UN General Assembly on 20 November 1989 (UN General Assembly, 1989), and though it has not been ratified by all the member states it is the most widely ratified human rights treaty in history (UNICEF, 2007). All articles in the CRC are deemed equally important and intertwined; however, there are four articles that act as guiding principles including Article 2, freedom from discrimination; Article 3, the best interests of the child; Article 6, the right to survival and development; and Article 12, respect for the views of the child (Butler, 2012; UNICEF, 2007).
Child rights education (CRE) is a global initiative to disseminate human and child rights as outlined in the CRC to children in order to strengthen their respect for human rights, to promote understanding across differences, and to emphasize respect for human dignity (Jerome, Emerson, Lundy, & Orr, 2015). Furthermore, CRE provides a framework for understanding important philosophical and theoretical underpinnings of education, such as the content, processes, and purpose of schooling (Smith, 2016). The commitment to teaching child rights to children aligns with educational goals that look beyond basic academic content teaching to the development of the whole child including child social, emotional, and behavioral development (Allan & Ianson, 2004). CRE supports creation of safe school environments where student’s academic and emotional needs are met (Covell & Howe, 2005; Jerome et al., 2015). Equipping children with the language of child rights and building their understanding of processes for protecting rights gives them the language to engage in self-advocacy and advocacy for their peers (Allan & Ianson, 2004; Lundy, 2007). CRE also aligns with ethical and professional standards of school psychology practice (Nastasi & Naser, 2014).
This article provides a description of a CRE program developed using an action research methodology in 4, fourth grade classrooms. The primary aim of this project was to increase student knowledge of child rights through CRE. A secondary aim of this project was to explore the impact of fostering knowledge of child rights on the development of student’s social and emotional skills. Teacher acceptability of the program was also measured.
CRE
A meta-analysis conducted by Allan and Ianson (2004) on CRE revealed six motives for teaching children about their rights:
Involvement, increasing student engagement in school and beyond. Agency, supporting youth in action involving important issues to their lives. Awareness, helping children develop awareness of their rights and the rights of their peers in order to facilitate a human rights-respecting culture. Citizenship, giving youth the tools to be active and engaged citizens of a democratic society. Respect for rights, helping children develop the capacity for promotion and protection of their own rights, and the rights of their peers. Social change, equipping youth with the tools to advocate for social change.
These six motives directly align with widely adopted school goals such as creating safe school environments, increasing student engagement in school, and developing positive interpersonal relationships between students (Allen, Kern, Vella-Brodrick, Hattie, & Waters, 2018; Kutsyuruba, Klinger, & Hussain, 2015). CRE promotes effective school practices that have the potential to increase student engagement in school, create safer and warmer school climates, and ultimately increase school success within a social justice framework (Howe & Covell, 2010).
The research on CRE is still in the early stages; however, there are several large scale implementation and evaluation projects taking place globally (Jerome et al., 2015). Preliminary results indicate that children as early as five years old can learn about child rights in a way that is meaningful and that shifts their understanding of their own rights and their responsibilities in respecting and upholding the rights of others (Howe & Covell, 2013; Covell, Howe, & McNeil, 2008; Wallberg & Kahn, 2011). This incorporation of learning and understanding child rights as not only personal rights but also social responsibilities leads to changes in student behavior including emphasis on respecting the rights of other children, on demonstrating concern for others, and on promoting acceptance and inclusion of students who are different from themselves (Bajaj, 2011; DeCoene & De Cock, 1996; Dunhill, 2018; Wallberg & Kahn, 2011). Other impacts of CRE include increased (a) student engagement and subsequent student self-efficacy (Bajaj, 2011; Covell et al., 2008), (b) positive school climate resulting in reductions in bullying and teacher burnout (Covell, Howe, & Polegato, 2011; Covell, McNeil, & Howe, 2009), and (c) student’s feelings of school citizenship (Covell et al., 2008; Wallberg & Kahn, 2011). CRE also gives teachers and students a shared language to discuss rights and responsibilities when interacting with each other and peers (Sebba & Robinson, 2010) allowing for stronger teacher–student relationships.
This preliminary work provides additional evidence of the potential positive impact of CRE on students personally, as well as on schools broadly. As CRE education provides a language for navigating personal and community interactions, scholars of CRE argue that CRE has implications for student functioning in their communities as well (Howe & Covell, 2013). This positions CRE as a universal program whose goals and outcomes align with those of more popular universal curricula such as SEL programs (Allan & Ianson, 2004). However, CRE may provide an advantage to these curricula by including child engagement and participation as central to programming, and by providing youth with a broader language for applying what they learn to global and local contexts (Sebba & Robinson, 2010).
The potential of CRE for SEL
Though the goals for CRE are broad, one goal of CRE is to support development of the whole child and to guide the social and emotional development of students (Howe & Covell, 2013). As such, CRE has the potential to support student social and emotional development. Social–emotional (SE) skills refer to those that allow children to “enhance their ability to integrate thinking, feeling and behaving to achieve important life tasks” (Zins, Bloodworth, Weissberg, & Walberg, 2007). Typically, SE education or social–emotional learning (SEL) involves teaching children to be self-aware and socially aware, and to engage in responsible decision-making, self-management, and relationship management (Zins, 2004). There are several important theories that drive SEL. The first is a focus on positive youth development, which posits that it is important to build environments in which positive outcomes for youth are promoted, such as school success, and strong peer and adult relationships. SE programming does this by enhancing student’s social and emotional skills (i.e. self-awareness, responsible decision-making), therefore increasing their social and emotional assets (Elias et al., 2003). SE programing takes a person-centered approach in that the individual competencies of the students are enhanced versus a problem reduction approach (Zins, 2004). One example of this might be teaching students to make responsible decisions as opposed to a program focused on substance use prevention alone. Finally, an important concept in SE programing is that the environment in which SE learning takes place must be supportive, caring, and safe for all students (Zins, 2004). Through these important concepts, SE programming seeks to support all students, giving them broad guidance in navigating school, home, and community (Elias et al., 2003).
Although educational leaders and school mental health professionals recognize the important ways in which SE programming can support student well-being (Bridgeland, Bruce, & Hariharan, 2013; Durlak, Weissberg, Dymnicki, Taylor, & Schellinger, 2011), these programs are not without criticism. One strong criticism is the narrow focus on individual behavior change and assets without addressing the impact of sociocultural contexts and historical structures of discrimination (Cohen, 2006; Forbes, 2016; Hoffman, 2009; Joseph & Strain, 2003). For example, many SE learning programs focus on skills such as self-awareness and self-regulation (Forbes, 2016) but place little attention on the application of these individual competencies to issues of immediate relevance to students and/or societal concerns including bias, discrimination, diversity, inclusion, and social justice (Hoffman, 2009). Jagers (2016) describes such programming as promoting assimilation without attention to elevating youth voice in a way that can impact systemic change.
Furthermore, the focus of SE learning programs on internal competencies presents a missed opportunity for schools serving traditionally marginalized youth, including students with diverse racial, ethnic, and socioeconomic backgrounds, gender identities, sexual orientations, or ability status. Such students may already experience a sense of disengagement from school curricula as a result of participating in activities with little relevance to their current lives (Martin & Dowson, 2009; Ryan & Deci, 2000). While SE programming can provide some benefit to diverse youth, creating programming that encourages SE competencies and conversations both in the school and larger community is a potential way to increase learning and engagement for traditionally marginalized students (Castro-Olivo, 2010; Frymier & Schulman, 1995).
Current study
While CRE may address some gaps in widely used SE curricula, it is also subject to some of the same pitfalls as any school-based universal programming, including imposing an external ideal onto children and teachers without considering the immediate context, and excluding children as participants in their learning (Reynaert, Bouverne-de-Bie, & Vandevelde, 2009). Action research paradigms have been suggested as a way to bring evidence-based practices into schools with a concentration on youths’ contextual and cultural experiences (Harper, James, Curtis, & Demoni’ Ramey, 2019; Leff, Costigan, & Power, 2004). The use of participatory action methodologies such as Participatory Culture Specific Intervention Model (PCSIM; Nastasi, Moore, & Varjas, 2004) in program development and implementation may mitigate these pitfalls by assessing for immediate needs and questions and emphasizing child participation and direct participation of the adults who work daily with those children (e.g. Bell, 2008; Lundy, 2007).
The purpose of the current manuscript is to describe the development of a CRE program through PCSIM as an example of promoting a social justice orientation within a school that ultimately supports the development of student social, emotional, and behavioral competencies. Therefore, the first goal of this paper is to describe the development of a CRE program utilizing PCSIM (Nastasi et al., 2004). The second goal of the paper is to provide an overview of the potential impact of the program on student’s knowledge of child rights, and exploring the impact on specific student social and emotional competencies. Teacher perceptions of program acceptability are also described.
Method
Participants
The project began with a university–school partnership involving consultation by a university researcher with 4, fourth grade teachers at a midwestern urban elementary school in the U.S. The partnership was established through a university-initiated project pairing teachers from the school with interested university faculty in 2016. The first author was paired with the fourth grade team through this partnership program. The partnership was initially intended to last one year. However, early into the first year, the university researcher and the fourth grade teachers decided to maintain their partnership and continue their work together over multiple years. The school stakeholder participants consisted of 4, fourth grade teachers (three female, one male), all of whom identified as White. Teachers were at varying stages in their career, with one teacher having been in the profession for over 10 years, and the other three spanning between one and five years of teaching. Students, also considered stakeholders, were consulted in program development via focus groups and direct student conversations. These focus groups were all guided by the same set of questions (Krueger, 2002), and questions were created by teachers and the university partner to get an idea for what students thought were needed in lessons. Focus groups were all conducted by the same moderator, and notes were taken by a university graduate student trained in focus group methodology. The stakeholder team then reviewed the results to help with program development.
As this was a universal program, all students participated in the project. Students (n = 91; 60.7% female) across the four classrooms identified primarily as Black (53.9%), with the remainder identifying as White (38.2%), Hispanic (1.1%), Asian (5.6%), or multi-racial (1.1%). Almost half (46.6%) of the students participating in this project reside in zip codes where the median family income rate is below the Self Sufficiency Standard for a family of four. The Self Sufficiency Standard represents the amount of income needed to cover necessities such as food, clothing, and housing without enrolling in public assistance programing (Ohio Association of Community Action Agencies, 2017). The project team consisted of the university partner, school teachers, and students.
Procedures
This study was conducted using PCSIM, a form of iterative research and community engagement that involves key stakeholders in core aspects of the research project (Nastasi et al., 2004; see also Nastasi & Hitchcock, 2016). While traditional models of intervention implementation are linear (Nastasi et al., 2004), the PCSIM is rooted in action research methodologies which are recursive and collaborative (Nastasi et al., 2004). The PCSIM provides a method of developing school-based mental health services over 11 phases that differ from traditional approaches in its focus on the active participation of stakeholders in the design, implementation, and evaluation of interventions and its integration of both research and intervention processes (Nastasi & Hitchcock, 2016; Nastasi et al., 2004). Creation of a partnership that strengthens ownership and acceptability of interventions by stakeholders is the central focus of PCSIM. This close involvement of key stakeholders results in programs that are sensitive to the cultural and contextual factors unique to the population of interest. The involvement of key stakeholders, including teachers and students, also ensures that developmental considerations are taken into account when teaching child rights.
The PCSIM also addresses challenges related to the sustainability of mental health programming, which are often otherwise abandoned due to lack of consideration of culture and local priorities (Bell, Summerville, Nastasi, Patterson, & Earnshaw, 2015). Because teachers are often responsible for the implementation of school-wide programs, increasing their support and control over decisions related to the design and implementation of interventions is believed to be crucial in increasing the acceptability of the intervention, implementation integrity, and program efficacy as well as relevance to the teachers and students (Nastasi et al., 2004).
In accordance with the model described in the original work by Nastasi et al. (2004), the PCSIM phases were followed in order to develop a CRE program with the active involvement of all relevant school stakeholders including administrators and teachers. PCSIM was chosen as opposed to utilizing a previously created CRE program for two reasons. First, CRE and the UNCRC were completely new to stakeholders. By using PCSIM, all stakeholders could engage in theoretical learning and developing this learning into programing that incorporates best practices in CRE. Therefore, although the program was created by the team, the foundation of the program, for example the pairing of rights with responsibilities, was built from previous research on best practices in CRE (Howe & Covell, 2013). Second, PCSIM is an ideal process to address some of the implementation problems seen with universal programs, namely the lack of attention to local context (Harper et al., 2019; Nastasi et al., 2004). Stakeholders strongly felt that a successful CRE program for this project would require attention to local context, including at a national, city, and school level. Research available on CRE programs has exclusively occurred outside of the U.S.; therefore using PCSIM to bring important parts of those programs to a U.S. context, and to the project’s local context, was one way the stakeholder team felt they could meet the needs of the teachers and students.

Note: All phases of PCSIM are recursive, and while there were specific time periods dedicated to each phase of the PCSIM, these phases were regularly revisited. Phase 1 of this project began in September of 2016 (Nastasi & Hitchcock, 2016; Nastasi et al., 2004).
System entry, phases 1–3
The primary purpose of phases 1–3 are to gain system entry, to identify key stakeholders, to build an understanding of the culture and context, and to build an understanding of stakeholder’s personal theories and beliefs (Nastasi et al., 2004). The university researcher (first author) gained system entry through an already established partnership between the university and the participating school. The university researcher first met with the school principal to gain a better understanding of the school’s organizational structure, and then met with the fourth grade teachers. Over the course of the next three months, meetings were conducted with key stakeholders, specifically teachers and students, to discuss their needs. The university researcher also reviewed school materials such as the school handbook and curriculum development materials and standards unique to the school.
Important aspects of the school context were discovered. First, the school is a certified International Baccalaureate (IB) school, meaning that curricula are globally focused. As part of the IB environment, teachers are tasked with the integration of transdisciplinary themes and concepts, including understanding personal responsibility, emphasizing student led inquiry into environmental and social questions, and using reflective processes to guide understanding of self, personal beliefs and values, personal, physical, mental, social and spiritual health, and human relationships broadly. In this phase of the PCSIM consultation, teachers expressed an interest in collaboratively developing a curriculum to support student’s behavioral development in the classroom while applying the transdisciplinary themes, concepts, and teaching strategies of the preexisting general curriculum. Through consultation discussions, teachers expressed feeling that there was little time within the academically rigorous curriculum dedicated to discussions regarding behavioral, social, and emotional development.

Many rights and responsibilities are covered over multiple lessons, each with a different associated skill. Many lessons targeted student relationships, which related back to stakeholder social domains of focus. This information was presented at the top of each lesson plan.
Model development, phases 4–6
In these phases, teachers and the university researcher began to refine the goals of program development. Through a multimodal process, including the administration of focus group sessions and surveys, the researcher collected information about student needs from teachers and students. All formative data were shared with the core team of teachers. Several themes emerged from an informal review including students reporting anxiety regarding current political contexts and implications of political rhetoric in the media on their families and neighborhoods, difficulty initiating new relationships, and struggles negotiating situations with peers when there was a disagreement. First, students reported feeling a sense of helplessness in the face of community violence and mentioned the 2016 U.S. presidential elections as a source of worry regarding family deportations and the status and treatment of Black Americans. Additionally, students reported being unsure how to react when they felt things in the classroom were unfair. Several students referred to the use of Hokki stools, or moving stools, as unfair since only a handful of students could use them. Teachers independently reported the impact of these student concerns on classroom functioning and reported feeling as if they did not have the right language to address these emerging issues of concern.
These formative data informed the development of the core CRE program. Six pilot lessons were collaboratively developed. Relevant books and other media were pulled that matched student developmental levels such as the U.N. Convention on the Rights of the Child in Child Friendly Language, and specific videos and illustrated books made by Child Rights groups and UNICEF. This mirrors other CRE programming efforts which often draw on a wide array of media created to teach youth about their own rights (Wallberg & Kahn, 2011). Stakeholders also identified developmentally appropriate discussion techniques and activities. Teachers and the university researcher met weekly to review strengths and challenges of conducting each lesson and continued to collect data to help refine the program and improve the structure of lessons. Students were also asked to complete reflection sheets after each lesson, which included questions about the particular day’s lesson (e.g. “Is it important to listen to and consider opinions that are different than yours?”) and how they might apply the information learned in the future (i.e. “How would you use the information you learned today in the future?”). Researchers and teachers reviewed these reflections in discussions of program development and used this information to further refine lessons and brainstorm new lessons.
Program development and implementation, phases 7–9
In the first six months of the partnership, the team piloted the six developed lessons at the whole class level and modified the lessons and lesson structure based on feedback from teachers and students. Over the summer months (months 10–12 of the project), the team used the preferred lesson structures and topics to create a 32-lesson CRE program which included the initial six lessons. As the scope of the lessons were extensive, the team worked to pare the curriculum down to the 25 lessons the teachers and students identified as the most salient. This included teachers and the researcher going through the lessons and identifying any lessons that felt redundant or not in line with original project aims. Teachers also expressed that reducing the number of lessons would provide time to repeat lessons if needed.
All lessons followed a similar format with five elements: (a) naming a child right and a corresponding responsibility to uphold that right for self and all children (Table 2); (b) reading a book or watching a video clip to which teachers and students could refer to when discussing how the right may be applied to a situation; (c) participating in a group discussion guided by predetermined questions; (d) completing an activity to practice the identified child right including the creation of videos, art pieces, and posters or engaging in a game; and (e) responding to wrap-up reflection questions and surveys. It is important to note that although responsibilities to uphold rights guided curriculum development, stakeholders focused lessons on child rights and helped students develop links to responsibilities through discussions and activities (Howe & Covell, 2010).
For example, lesson 2, titled The Right to Education, covers the right of each child to a quality education (Article 28). For lesson 2, a teacher identified responsibility was having students brainstorm roles and behaviors that allow all students to access classroom learning. Teachers read two books aloud to students, one regarding Ruby Bridges, an African American student who played a pivotal role in school desegregation in the U.S., and a book about Malala Yousafzai, a young Pakistani woman who champions access to education for girls around the world. Students then participated in a group discussion comparing these two stories, and then comparing and contrasting their own access to education. Discussion in this lesson included prompts such as what does it mean to have a right to education, whose responsibility is it to make sure that children have a right to education, and how can we make sure that everyone can access a quality education. The discussion was used to create a list of classroom behaviors and broader actions students could engage in to respect this right. Students then completed a reflection activity. Students reported enjoying this lesson, and later used what they learned to create videos about their right to education and their right to a quality education in their music class.
Each lesson was designed for a 25–30 minute class period and aligned with the school’s character goals for students, which the school called Attributes and Attitudes. Many lesson activities were designed to be posted around the classroom or hallways once completed. For example, one activity involved a “poster walk,” as part of which different posters with an identified child right were provided to students; students reacted to the child right by writing their thoughts down on the related poster. These student-created products were then posted in the hallways and classrooms. Teachers also reported incorporating aspects of the CRE lessons and specifically CRC language into Social Studies, discussion of current events, and Language Arts lessons. For example, several teachers used CRC language in helping students reflect on school shootings in Parkland, Florida in the U.S., and subsequent student protests taking place in schools across the U.S. Reflection sheets promoting students to think about rights and responsibilities were used when students engaged in problematic behaviors with peers. These reflection sheets asked students to note what happened, and ways they could use their knowledge of child rights to change the situation.
Phase 9 of PCSIM is concerned primarily with data collection for program evaluation. As part of the early development of this program, stakeholders identified key changes they hoped to see in the first year of program implementation (year 2 of the project). This included an increase in student knowledge of child rights and use of this knowledge in peer interactions. Thus, during Phase 9, pre- and post-surveys were administered assessing child rights knowledge and social skills in areas regarding peer interaction. The pre-survey was conducted the week before lessons started, and the post-survey was conducted after the final lesson was completed.
Program acceptability was assessed using a survey at the end of the year and through weekly, informal check-in discussions held throughout program implementation. On an ongoing basis, teachers wrote brief notes on a shared online document regarding which lessons they had completed, what aspects of the lessons were helpful, and what questions and challenges arose during the implementation of the lesson. The researcher also observed lessons at several time points across the course of implementation. Teachers reported completing 60–70% of the lessons. Teachers sometimes took two weeks to review a single lesson or were unable to teach a lesson due to testing schedules or field trips. Overall, teachers moved sequentially through the lesson scope and sequence throughout the year. However, on two occasions lessons that were seen as redundant in the topics that they covered were skipped. Additionally, the team consulted during weekly meetings regarding whether lessons seemed redundant or whether lessons required repetition to further student understanding of the presented concepts.
Measures
Student knowledge of child rights
Researchers created a 9-item Child Rights student survey to assess student knowledge of child rights before and after program implementation. Three items were open-ended questions asking students what they believe child rights are, why child rights are important, and who they believed was responsible for promoting and protecting child rights. These questions mirror important goals of CRE (Covell & Howe, 2005) and are in line with questions posed in other CRE evaluation work (Covell et al., 2008). The final six questions were aligned with questions discussed in lesson content, and asked students to respond true or false to a series of statements about child rights such as “I have the right to play video games as much as I want” or “I have the right to be safe.” Assessing student’s knowledge of child rights, in contrast to being able to freely engage in activities a child might want to do but might not explicitly connect to rights (i.e. playing video games), has also been a part of assessment in other research around CRE (Covell et al., 2008). Teachers reviewed the measures for readability, and the measure was run through an online readability software to ensure that it matched a fourth grade reading level.
Student skills in SEL competencies
Teachers identified related SE skills of forming and maintaining relationships as important to their school and classrooms. Students were asked to complete a 4-item Likert scale survey (4 indicating very easy to perform the skill to 1 very hard to perform the skill) assessing these domains both in the beginning of the school year and again at the end of the school year. Students were asked two questions regarding their ability to make new friends, and two questions regarding communicating with other students effectively during disagreements. These items were chosen by accessing a freely available bank of SEL questions, then choosing items that mapped onto social skill domains teachers and students reported as important to them. At the time stakeholders accessed this database, items had been used across several school districts and tested for readability and usability (Crowder, Gordon, Brown, Davidson, & Domitrovich, 2019; Davidson et al., 2018). The bank from which these items were originally retrieved was primarily utilized with 5th–11th grade students (Davidson et al., 2018); therefore, teachers reviewed the items for readability, and the measure was run through an online readability software to ensure that it matched a fourth grade reading level.
Teacher reports of program acceptability
Teachers were asked to complete 10 survey items and 5 open-ended short answer questions regarding the program. Teachers were asked questions about program acceptability (e.g. “This would be an acceptable intervention for improving classroom behavior”) and broad questions concerning their opinions of the program as well as strengths and suggested changes. Survey questions asked teachers to respond on a 5-point Likert scale indicating whether they strongly disagreed (1), disagreed (2), were neutral (3), agreed (4), or strongly agreed (5). Questions for the survey were adapted from the Acceptability factor of the Behavior Intervention Rating Scale (BIRS; Elliot & Treuting, 1991). The BIRS consists of three factors, Acceptability, Effectiveness, and Time to Effect (Elliot & Treuting, 1991). Overall, the measure has strong reliability and construct validity (α = .97), as does the Acceptability factor (α = .97; Von Brock & Elliot, 1987).
Results
Results of program pre- and post-surveys, as well as a report of teacher program acceptability administered at the end of the year, are described below.
Student knowledge in child rights
Results of the pre- and post-implementation Child Rights student survey were analyzed qualitatively and quantitatively and compared to one another through a descriptive comparison. Deductive thematic coding was used to analyze the open-ended questions (Fereday & Muir-Cochrane, 2006). First, a codebook was developed by the stakeholder team based on a review of the literature on youth understanding of child rights and theoretical concepts of child rights (Braun & Clarke, 2006). Each code in the codebook was given a label, a definition, and a description. Codes were derived from results of focus groups conducted by Covell et al. (2008) asking youth about their understanding of child rights. Coders consisted of the university partner, and a university student trained in qualitative coding. Both coders used the codebook to code the same set of student responses, and then revisited the codebook to make any needed changes. This process was repeated until no further changes were required and coders established 100% intercoder agreement. Coders were able to establish 100% agreement after coding 10 responses. Then coders completed coding the remainder of the student responses.
Three patterns emerged through thematic coding of the open-ended items on the Child Rights student pre-survey. The first pattern in student responses in the pre-survey represented a focus on children broadly but not on specific rights. For example, one child said “child rights are when children are able to do something” and another responded that rights are “rights that a child has.” When asked why child rights are important, children provided broad responses such as “that’s the way it is” or responses regarding rules such as “they are important because they tell kids what they can and can’t do.” A second pattern that emerged included rights as laws limitations on child behavior. For example, one child wrote, “rights are what children can and cannot do.” This sentiment was echoed by a third of respondents. The final pattern that emerged was a knowledge of survival rights such as food and water, but an absence of reference to more abstract rights such as the right to leisure and play, or identity and nationality.

The second part of the pre- and post-surveys included questions regarding who are responsible for promoting and protecting child rights. In the pre-survey, about 30% of students correctly reported that children, important adults in the child’s life, and the government are responsible for promoting and protecting child rights. At the end of the year, 70% of youth correctly responded that children, important adults, and the government are responsible for promoting and protecting child rights representing a shift in the understanding of rights responsibility. Finally, the pre- and post-survey included several questions assessing correct application of child rights. In the pre-survey, 38.46% of children responded correctly to all six knowledge questions, compared to 72.73% in the post-survey. Taken together, these results represent an increase over the course of the year in student’s understanding of what rights are, who is responsible for the protection and promotion of child rights, and how to apply child rights knowledge.
Student skill in SEL domains
A paired sample t-test was used to assess individual items on the social skills measurement in the beginning and end of the year surveys. Results of the paired sample t-test indicate significant differences across the two items in expected directions at the p = .05 level, with small effect sizes (Cohen, 1988). Students reported being more comfortable at the end of the year working out disagreements on group projects (t(90) = −1.96, p = .050, d = .20) and introducing themselves to new students (t(90) = −2.00, p = .049, d = .23). There were no significant differences when looking at forgiving classmates when they felt upset with them (t(90) = −1.78, p = .079) or interacting with unfamiliar students (t(90) = −1.91, p = .060).
Teacher report of program acceptability
Across the survey responses regarding program acceptability, teacher responses on all questions ranged from agree (4) to strongly agree (5), with averages for each item ranging between 4 and 4.75. Thematic coding was used to review the qualitative data across the four respondents (Braun & Clarke, 2006). Semantic themes included strong curriculum fit with school values and goals, favorable reaction to program structure, and time as a barrier to lesson completion.
All teachers reported that the curriculum fits well with their school values and goals. For example, one teacher wrote: “[The child rights curriculum] is easy to use with our IB curriculum.” When asked their opinion of the program broadly, all four teachers responded positively and noted that the lessons helped students understand why certain rules exist and gave students language to self-advocate and advocate for their peers. For example, one teacher wrote: Having the language and the lens to let students take hold of the underlying meaning behind our rules and procedures. It hits directly at why we are doing these rules, and gives them the reasons to act with, not just the rules to live within.
Teachers also responded favorably to the structure and logistics of the lessons. One teacher wrote the following: “Structure of the lessons and ease of understanding the lesson plan format was a plus. Reflections are also useful when addressing individual student needs.” Another wrote: “Students really catch on to the vocabulary and use it when they need to express themselves.”
Furthermore, ability to make time for lessons was identified as a salient barrier to comprehensive implementation. One teacher reported the following: “Schedule inconsistencies and grade level changes have made it hard for me to make it a priority.” Another reported: “Time and planning. We had that idea of making the planner for our grade, and then due to unforeseen circumstances, we had a few things change to that planner.”
Discussion
CRE is a potential avenue for advancing social justice goals in the school setting by directly addressing children’s rights and involving children in the process of advocacy (Lundy, 2007). CRE also has the capacity to address a wide range of important school outcomes including child SE skills (Allan & Ianson, 2004; Howe & Covell, 2013). This article describes the creation and evaluation of a CRE program in a school setting, using the action research paradigm of PCSIM. Results highlight the potential of CRE to change student’s knowledge in child rights, and to impact SE functioning.
Through the use of PCSIM, a stakeholder team, including teachers, students, and the university partner, created a program that would advance student knowledge of child rights and impact their SE skills. Including teachers in the program development process ensured that the program matched local needs and aligned with school, teacher, and student beliefs. The program was developed and implemented over the course of two years through nine iterative phases which included working with the stakeholder team to identify needs, identifying CRE as a framework for meeting these needs, developing and refining the program, implementing and evaluating the program.
Results of qualitative and quantitative measures of children’s knowledge of child rights show an increase in child rights knowledge from the beginning of the academic year to the end of the academic year. By the end of the year, students were better able to articulate what child rights were, why they were important, who was responsible for promoting and protecting child rights, and were able to answer true or false questions about the applicability of child rights. Some gains were also made in student’s reports of their skills in specific SE domains related to introducing themselves to unfamiliar peers and working with peers through conflict, though the effect sizes of these gains were small. Students did not experience significant gains in in forgiving classmates when they were upset with them or interacting with unfamiliar students. Teachers reported high program acceptability, noting that the program was easy to use, important for students, and effective in providing students and teachers with a shared language for talking about student social, emotional, and behavioral needs.
Limitations and implications
The program as described in this paper has several limitations. First, as the project is in its early stages, only the first nine phases of PCSIM are described. Program phases that address sustainability and dissemination are ongoing and not described in this manuscript. Second, the sample size is small and restricted to a single grade in a single school, thus limiting generalizability while facilitating fit to contextual, cultural, and individual needs. Third, most data were from measures created by the stakeholder team, again facilitating cultural–contextual fit yet limiting generalizability of the findings. Furthermore, information regarding the psychometric properties of the measures used is limited. Finally, the study was intended as a program evaluation particularly for the purpose of assessing student CRE content knowledge to inform future iterations of program design, not a quasi-experimental design or randomized control trial, thus limiting testing of causation. The use of the PCSIM in program development helped ensure local fit; however, other contextual factors such as any school wide teacher training initiatives were not measured, and therefore limiting statements regarding internal validity of the project.
Despite these limitations, the study provides important examples for future work. The use of a CRE model in schools has global implications. In particular, the use of CRE to impact student SE development addresses some of the major gaps in more traditional universal programming geared toward teaching students SE skills. While the impact on SE skills was small, future research should include assessing these outcomes with wider, more rigorous measures. CRE emphasizes not only internal child processes as the solution to childhood stressors but also emphasizes the importance of community advocacy, respect for diverse individuals, and provides students with the language to advocate for themselves (Lundy, 2007). All these goals are in line with the aims of both SE learning and a social justice lens (Shriberg & Clinton, 2016).
School psychologists increasingly provide consultation on the development of school-based programming. Action research paradigms such as PCSIM provide an evidence-informed framework for engagement with school stakeholders in program creation and an alternative to manualized universal programs that might either alienate students and staff or lack buy-in. Integration of CRE into programming and consultation can help school psychologists infuse social justice advocacy into their practice providing a language that promotes respect and dignity for all (Jiang et al., 2014; Pillay, 2014).
