Effective partnership working in music education: Principles and practice

Abstract

Successful partnerships between policy makers and deliverers, providers and recipients can be both strategic and operational. Partnerships can operate in several different ways at the same time. Joint programmes achieve more than each organization or individual can achieve separately. The impact on children and young people can be profound if the quality of musical experiences provided is high; and there is benefit to young people, their families, musicians and teachers, the whole school and the community. Effective partnership working takes account of context; requires good communication, time, leadership, mutual trust, clarity of roles and responsibilities, and the support of senior management. Training needs must be identified and addressed. Planning, monitoring and evaluation are crucial and a shared ethos and sense of purpose are essential. The article draws on evidence for effective partnership working in music education and concludes that young people can access a more meaningful and worthwhile music education programme if the strengths of different partners are effectively harnessed and deployed. Practical suggestions are offered.

Les partenariats efficaces dans l’enseignement de la musique : des principes et de la pratique

Les partenariats réussis entre les hommes politiques et ceux qui actualisent, promeuvent, et reçoivent les politiques qu’ils promulguent peuvent être stratégiques et opérationnels. Ces partenariats peuvents s’effectuer selon plusieurs modèles concomitamment. Des initiatives communes sont toujours plus productives que les initiatives individuelles. L’impact sur les enfants et les adolescents peut être énorme si l’on garanti une qualité musicale élevée apportant des bénéfices aux jeunes, leurs familles, les musiciens et les enseignants, l’école et la communauté. Pour être efficace, un travail en partenariat tient compte du contexte des ‘travaillants’, nécessite une bonne communication ainsi qu’une maîtrise de la gestion de temps, le leadership, la confiance mutuelle, la clarté des rôles et des responsabilités, et le soutien des dirigeants du programme. Les besoins formateurs doivent être identifiés et traités. La planification, le monitoring, et l’évaluation sont tous impératifs et un esprit de partage ainsi qu’un objectif commun sont essentiels. Cet article se base sur des résultats issus d’expériences sur le travail en partenariat dans l’enseignement de la musique et conclut que les jeunes peuvent accéder à un enseignement musical plus utile et bénéfique si les points forts des partenaires sont effectivement rassemblés et mis en œuvre. Enfin, des suggestions pratiques sont proposées.

Erfolgreiche Partnerschaftsarbeit in der Musikerziehung: Grundlagen und Anwendung

Eine erfolgreiche Partnerschaft zwischen Entscheidungsträger und Zusteller, Anbieter und Empfänger kann strategisch aber auch operativ sein. Partnerschaften können in mehreren, unterschiedlichen Arten zur selben Zeit funktionieren. Vernetzte Programme können mehr erreichen, als jegliche Organisation oder Einzelner unabhängig und allein. Die Wirkung auf die Kinder oder Jugendlichen ist tiefgreifender, wenn die dargebotene Qualität der Musikerfahrung hoch ist; und hierin ist auch ein Gewinn für junge Menschen, ihre Familien, für Musiker und Lehrer, für die ganze Schule und die Gemeinschaft. Erfolgreiche Partnerschaft berücksichtigt den Zusammenhang, erfordert gute Kommunikation, Zeit, Führung, gegenseitiges Vertrauen, Klarheit in der Rollenverteilung und Verantwortlichkeiten und die Unterstützung durch Führungskräfte. Ausbildungsbedarf muss festgestellt und angesprochen werden. Planung, Überwachung und Auswertung sind entscheidend, ein gemeinsames Ethos und der Sinn der Zielsetzung sind unerlässlich. Der Bericht stützt sich auf den Beweis der erfolgreichen Partnerschaftsarbeit in der Musikerziehung und kommt zur Schlussfolgerung, dass Jugendliche einen sinn- und wertvolleren Zugang zu Musikerziehungsprogrammen haben, wenn die Kräfte verschiedener Partner gebündelt, nutzbar gemacht und eingesetzt werden. Praktische Vorschläge werden angeboten.

Proyectos conjuntos efectivos en educación musical: Principios y práctica

Los proyectos conjuntos exitosos entre quienes redactan políticas educativas, quienes las llevan a cabo y quienes reciben sus beneficios, pueden ser a la vez estratégicos y operativos. Los proyectos conjuntos pueden operar de maneras diferentes al mismo tiempo. Los programas conjuntos consiguen más de lo que cada organización o individuo puede lograr separadamente. El impacto en niños y jóvenes puede ser profundo si la calidad de las experiencias proporcionadas es alta, y proporcionando así beneficios para la gente joven, sus familias, los músicos y profesores, la escuela y la comunidad. Los proyectos conjuntos exitosos toman en cuenta el contexto, y requieren buena comunicación, tiempo, liderazgo, confianza mutua, claridad de roles y responsabilidades, y el soporte de administradores experimentados. Las necesidades de formación deben ser identificadas y tomadas en cuenta. La planificación y evaluación son cruciales, y es esencial que haya un espíritu y un propósito compartidos. Este artículo se basa en evidencias de proyectos conjuntos exitosos en educación musical. Concluye que la gente joven puede acceder a programas de educación musical más significativos y beneficiosos si se aprovechan y desarrollan eficientemente las fortalezas de los socios organizadores, y proporciona sugerencias prácticas.
