Linking national-level and village-level energy planning in developing countries

The nature of current energy planning methods used in the developing countries of the world is examined. Such planning is usually carried out at two poorly coupled levels, the national level and the village level. The nature of the planning at both levels is explored, with particular reference to the role of renewable energy technologies. The problem of productive interaction between the two levels is posed, and a solution is examined in terms of a cadre of energy advisors.
