While urban structures have been delineated at the regional level, few works have explored the impact of urban structures on commuting at this same level. This article studies how urban structures affect commuting from 2000 to 2010. It applies a spatial statistical tool, standard deviation ellipses, to capture spatial patterns of jobs and residential workers for metropolitan statistical areas (MSAs). Two urban structure indexes are constructed to illustrate different decentralization levels of employment with reference to the distribution of residential workers; one illustrates the spatial decentralization of high job density nodes, while the other shows the spatial decentralization of moderate job density nodes. Commuting times of two modes by private cars and public transit are analyzed along with the number of commuters. The results highlight three findings: (1) MSAs become more compact in terms of employment distribution, (2) more decentralized high-density nodes lead to less total commuting times, and on the other hand, more decentralized moderate job density nodes contribute to longer commuting times, and (3) the decentralization of high job density nodes is associated with less commuting time of private cars, while they have insignificant effect on commuting time of public transit.

We examine the relationship between higher education institutions (HEIs) and local population and employment growth, using a sample of fifty-seven New Zealand territorial local authorities between 1986 and 2013. We account for HEI endogeneity by estimating with difference generalized method of moments; by including lagged growth plus a large set of other controls; and by including official demographic projections to account for growth-related factors, including university student numbers, which were projected by official statisticians but are otherwise unobservable to the econometrician. Holding all else equal, we find that a greater share of university equivalent full-time students (EFTS) to working-age population raises population and employment growth. At the means, a one percentage point increase in the university EFTS share is associated with a 0.19 (0.14) percentage point increase in the annual average population (employment) growth rate. This (significant) relationship holds under virtually all alternative specifications, including different HEI activity definitions, samples, and specifications. Growth related to polytechnic activity is much weaker and is estimated far less precisely. Consistent with urbanization (but not localization) externalities, we find no evidence for complementarities between HEI activity and several innovation-related area characteristics, possibly reflecting the primary industry base of New Zealand.

This study focuses on the links between ethnic discrimination, housing discrimination, and the ethnic composition of neighborhoods at a specific spatial level, that of the city quarter. Our goal is to determine whether discrimination exacerbates residential segregation. We measure discrimination and access to housing in Greater Nouméa, the capital of New Caledonia, by ethnic background, distinguishing between the people of Kanak (the indigenous people) and those of European descent. Between October 2015 and February 2016, four applicants individually responded to 342 real-estate rental ads, made a total of 1,368 responses. Two of the applicants made their Kanak origin known through their surnames, while two others similarly made their European origin known. In each pairing, an applicant signaled financial and professional stability by explicitly indicating that he was a civil servant. A particularity of the study was to analyze these data statistically by crossing it with the ethnic distribution of neighborhoods. Severe discrimination regarding access to private rental housing for Kanak applicants in all neighborhoods was found. Signaling stability strongly reduced discrimination against Kanak applicants. This discrimination is linked to the behavior of landlords and, to a lesser extent, to the actions of real-estate agencies. The difficulties accessing housing are solely due to discrimination linked to the social precariousness of Kanaks in neighborhoods where Kanaks are most represented. They are also linked to ethnic discrimination against Kanaks in neighborhoods dominated by Europeans. Housing providers thus play an active role in residential segregation.

A large range of different approaches to determine a region’s total factor productivity (TFP) is currently used in the literature. As there is no generally recognized method, it is an important issue whether different approaches produce comparable results or whether results depend heavily on the chosen method. By employing a data set of 220 European regions over the period from 1990 to 2007, the present work compares a set of TFP estimation approaches and examines whether regional TFP levels and TFP growth rates obtained from the various approaches differ considerably from each other. More specifically, the neoclassical accounting approach, the cross-section approach, the pooled panel approach, and the fixed-effects approach are investigated. Furthermore, this article proposes an extension of the fixed-effects approach that allows estimation of both regional TFP levels and region-specific, long-term TFP growth rates in a single estimation procedure. The results clearly demonstrate that the choice between the examined approaches has an essential impact on estimation results for both TFP levels and TFP growth rates. From the apparent differences between the obtained results, it is reasonable to expect that follow-up analyses based on TFP estimates, for example, studies investigating the determinants of regional TFP, are affected by the model choice to a considerable extent. Therefore, it is important to examine whether one model is superior to others or whether it is only up to the scholar to choose a model.
