This article examines how Frieda Miller and Esther Peterson, two influential directors of the U.S. Department of Labor’s Women’s Bureau after World War II, revived and continued the alternative view of public administration through a combination of primary and secondary sources. Miller, who served as director from 1944 through 1953, reestablished a social justice–centered view of public administration through the creation of a special advisory committee and the institution of a new agenda that stressed equality over economic security. Peterson, who served from 1961 through 1964, quickly moved the Women’s Bureau into a political network with women’s labor leaders and the John F. Kennedy presidential administration, helping to create the Presidential Commission on the Status of Women (PCSW) and to enact a federal Equal Pay Act.

This study extends the literature on county government structure by examining the three basic forms of county governments and their long-term effects on regional service spending. An examination of 1,532 U.S. counties between 1977 and 2012 reveals that those with the commission government form produce on average less regional service spending than those with reformed government structures. Examining the two major distinctions in reformed government types reveals that elected executive governments spend on average more than those with the commission-administrator form. However, the amount of increase for elected executive spending was very minor. The findings also reveal that the ability to establish home rule charters alters the effects of government structure for commission and commission-administrator counties. Meanwhile, charter-enabling laws matter little regarding the effects for elected executive counties. The analytical results lead to four major points for consideration regarding the link between county service provision and county institutional arrangements.

State legislatures and their member legislators serve as important overseers to state administrative departments, charged to function as principals relative to departmental agents. Yet, we know relatively little about how legislators assess the performance of those departments. This research is designed to improve that knowledge through an exploratory analysis of how and why legislators in one state assess the performance of a large state government department. Using data from a survey of Georgia state legislators, the article explores legislator evaluations of the state’s Department of Transportation (GDOT) and the factors that may underlie those evaluations. The findings suggest that legislators assess administrative performance on three principal dimensions: (a) administrative service to individual legislators, (b) assistance to the legislature as a whole, and (c) performance in meeting the state’s transportation needs. Those assessments appear to be shaped by legislator perceptions of (a) personal interactions with the department and (b) the quality of specific GDOT products and services. These and earlier findings suggest that the focus of public performance measurement systems might be broadened to include measures of personal treatment by administrative agencies in addition to traditional objective service outcome measures.

Studies on dynamics of power relationship play a significant role in the collaborative governance literature because many issues and challenges in collaborative governance can be linked to power asymmetry in collaboration. This article proposes a contingency framework on power asymmetry in collaborative governance that includes six contingency factors of power sharing from contextual, network, and node perspectives. We focus on how each contingency factor influences the relationship between power sharing and the effectiveness of collaborative governance and suggest that, instead of focusing on the attempt to balance power and share power in collaboration, it will be more fruitful to design and implement collaborative arrangements based on the dynamic contingencies.

This article details the development and implementation of the Federal Emergency Management Agency (FEMA) Corps program, a federal interagency partnership. While many federal agencies partner through fee-for-service arrangements and contracts, few contemporary examples of interagency program creation and implementation are available. This article develops an interagency collaboration framework by drawing from the collaboration literature, as well as literature on institutions, to examine the development of this unique partnership. This research draws on key informant interviews and content analysis of documentation, including the interagency agreement (IAA), historical records, memos, meeting minutes, and participant observations. Findings suggest that even in formal IAAs, a strong history of informal institutional collaboration may be an important antecedent of forming and implementing collaborative arrangements. Similarly, the presence of a champion may play an important role in cultivating and developing both informal and formal institutions that create an opportunity to collaborate. Finally, the rules-in-use and the rules-in-form may vary at different levels of management. As the federal government increasingly employs interagency partnerships, this article provides lessons for developing relationships, identifying and understanding roles, crossing organizational boundaries, and merging both agency cultures and administrative processes.

An organizational integrity system consists of the range of institutions, policies, actors, and practices that are meant to promote the integrity of an organization. These include compliance-based mechanisms, values-based mechanisms, and the informal day-to-day practices that contribute to its ethical climate. Crucially, the way in which these various elements of the system interact can have the effect of either mitigating or exacerbating an organization’s vulnerability to integrity violations. This research draws on insights from the field of behavioral ethics to highlight the manner in which a systems approach can aid in assessing and managing the factors that contribute to organizational integrity risks. Along these lines, the integrity system of the U.S. Department of Veterans Affairs (VA) is analyzed, with particular emphasis on a case study of the events surrounding the so-called 2014 waitlist scandal. On one hand, the VA has an elaborate integrity system consisting of conceptually well-designed compliance and values-based mechanisms, especially with respect to its award-winning IntegratedEthics program. On the other hand, certain policies and practices within the VA, as well as a number of external pressures outside its control, had the effect of undermining these formal elements of the system. Consequently, the case of the 2014 VA waitlist scandal appears to have been a perfect storm of integrity risk factors that illustrates the importance of taking a systems approach to managing organizational integrity risks.

Public management scholars have long speculated on the importance of interagency collaboration among public agencies in the delivery of public services. This study examines barriers to public interagency collaboration in the area of public safety. Interjurisdictional collaboration among law enforcement agencies at all levels has become emblematic of “new governance” models for enhanced public safety delivery. However, such collaborative efforts encounter many challenges. The purpose of this research is to examine the ways in which cultural fragmentation among law enforcement officials constrain interagency collaboration. This study collected information from 45 law enforcement officers and command personnel from 18 different local, state, and federal law enforcement agencies in a large metropolitan area in Texas. Data were gathered through in-depth interviews and focus groups. Analysis of the data revealed three potential dimensions of cultural fragmentation that impede collaborative efforts between agencies and departments: the agency-type dimension, the rank-segment dimension, and the leadership style dimension. Implications for practice and future research are discussed as well.

Government decision-making procedures and transparency ensure responsive governance. Yet, there are few attempts to assess how these two factors shape citizens’ intentions to voice opposition to government decisions. We predict that the effect of decision-making procedures on voice is contingent upon the fairness of government decision-making procedures. We also hypothesize that the strength of this effect will vary according to how transparent the decision-making process is. We test these hypotheses using two survey experiments, where we assess how the effect of procedural fairness of a decision-making process on citizen voice varies according to the level of transparency. Findings reveal that participants are least inclined to voice opposition when a decision-making process is fair and transparency high. However, when a decision-making process is unfair, greater transparency did not increase voice. We conclude that transparency can stifle voice for fair decision-making procedures but does not stimulate voice when decision-making procedures are unfair.

In the United States, despite record levels of public infrastructure spending, evidence on rising traffic congestion and deteriorating infrastructure condition raises questions about the efficiency of government infrastructure spending. This research aims at empirically assessing and explaining the relative efficiency in producing public highway infrastructure outcomes among American states. To achieve this purpose, a semiparametric analysis—the two-stage double bootstrap data envelopment analysis method—is applied to examine how highway infrastructure efficiency scores can be estimated and explained by a number of exogenous variables among 47 American states from 1995 to 2009. This study finds that there is a large efficiency variation among states in terms of producing quality highway infrastructure services. Furthermore, interstate competition, jurisdiction size, fiscal capacity, and political and fiscal institutions are the key factors influencing the efficiency performance of state highway infrastructure systems.
