A common feature in almost all Western countries over the last 40 years has been the steady decline in trade union membership and subsequently a decline in the power and influence of unions. Moreover, in many countries trade union strength has relied upon longlasting relationships with social democratic parties or, in a minority of cases, communist parties. The trend over the last decades has been a weakening of traditional ‘working-class’ coalitions. The aim of this article is to discuss to what extent such features also exist in Sweden, a country long regarded as a stronghold of powerful social partners, the so-called Swedish Model. We will show that Sweden is also affected by the wider European trends but that there are important countervailing forces. At the moment, much hinges on the parliamentary election in 2018.
Right-wing populist approaches to employment and social policy have become increasingly prevalent in recent years; such ideas stigmatise ‘others’ such as immigrants and the unemployed, while advocating the transfer of resources to favoured groups. In this article, based on a study of Poland and the United Kingdom, we contend that such developments are indicative of illiberal forms of dualisation and assess the relationship of trade unions with these processes. In conclusion, we discuss ways in which future investigations might develop more understanding of this concept.
The changing composition of trade unions has far-reaching consequences for the relationship between unions and the polity. In particular, the concentration of trade union membership in the public sector – a process that has been taking place in most EU countries – implies a shift away from collective agreements towards legislation as the dominant way of managing employment relations. Pluralist models of collective bargaining assume a neutral, mediating role of the state, but in the public sector the state by definition acts as an employer as well. The state is equipped with the sovereign power to circumvent traditional bargaining agreements and force its will upon trade unions through legislation. The article investigates major bargaining disputes in Europe after 2008, focusing on two countries (Ireland and Denmark) that have different political environments and that, although affected differently by the financial crisis, underwent similar government interventions in labour relations. The findings suggest that a shift towards legislation is a tendency that affects all types of industrial relations systems.
A number of French trade unions played a determining role in the opposition to the El Khomri law (also called the ‘loi Travail’) in Spring 2016. As well as large demonstrations and sector-level strikes, the movement also gave rise to the occupation of public spaces, such as the Place de la République in Paris. This new form of protest acquired the name ‘Nuit Debout’ (‘Up All Night’). This article examines the convergences, but also the tensions, which characterised the relations between the trade unions and Nuit Debout. It shows in particular how the Confédération générale du travail (CGT, General Confederation of Labour), a central actor in the protest, was caught in a dual and sometimes contradictory rationale. On the one hand, it was confronted with the particular dynamic of social movements, and with the capacity of trade unionism to mobilise and politicise the protest being called into question during the Nuit Debout movement. On the other hand, it faced certain constraints within the field of industrial relations, related to the issues of trade union competition and representativeness.
Taking into consideration the debate on the role of social movements and of trade unions in organising social protests, in the light of contentious and conventional politics, this article examines participation in demonstrations in Europe and the political attitudes of the participants. The article uses data from the European Social Survey to examine the differences and similarities between European countries in respect of mobilisation levels over the past decade, arguing that distrust and dissatisfaction with political institutions might be a necessary condition but not a sufficient one to justify resorting to contentious politics. The article reveals the contrasts between the levels of mobilisation in southern European countries (Portugal and Spain) and Central and Eastern European (CEE) countries (Hungary and Poland) and examines the patterns and (re)configuration of the profile of the protestors in the 2002–2014 period.
Until recently, the political influence of trade unions primarily relied on ties to labour-friendly political parties. Since the 1990s, however, party-union relations have deteriorated, forcing unions to consider complementary political strategies. This article reviews different direct democratic instruments at local, national and EU levels. We distinguish popular consultations initiated by government from above from citizens’ initiatives initiated from below and discuss corresponding trade union experiences in Germany, Italy, Ireland, Slovenia and Switzerland.
